traffic congestion, a shortage of affordable housing and few
recreational areas.

surrounding counties want to preserve open space, have a variety of
transportation options and have better access to affordable housing.
Problem is, they have little confidence that government can help make
it happen. Why should they?
While residents have been thinking outside county boundary lines,
leadership has been slow to do the same. In fact, it had been six
years since commission leaders from Central Florida counties came
together officially to talk about the needs of the region when they
did so last week through myregion.org, a nonprofit group that guided

$16.5 Million Impact from Cincinnati USA Marathon Weekend Business

Tourism officials here are going hog wild over runners and visitors to
the Cincinnati Flying Pig Marathon, May 5-7, as runners from all 50
states and 13 countries are expected for the eighth annual running of
the Marathon, the 17th largest marathon in the United States. The
total economic impact of the weekend is estimated at $16.5 million
based on a study conducted by the Economics Center for Education &
Research at University of Cincinnati.
The Cincinnati Regional Tourism Network (RTN), formed as a marketing
destination organization in 2005 to package and promote Cincinnati as
a 15-county, three-state region, has designed a multi-media
advertising campaign entitled, "Move Your Feet Weekend." The goal of
the campaign is to reach and attract potential visitors in Columbus,
Dayton, Indianapolis, Lexington and Louisville.
The regional marketing effort is expected to bring in more than 40,000
out-of-town visitors to Cincinnati USA and an additional $1.1 million
in spending by visitors. Of the $16.5 million impact, $2.7 will be
incremental impact as a result of the marketing campaign, according to
Jeffrey Rexhausen, economics researcher at UC.

SAN DIEGO ---- If San Diego can find a way to build a large airport,
perhaps at one of its military bases, it could become a bustling,
prosperous international hub, federal aviation officials and regional
planners say.
In large part because of the soaring economy of Asia ---- particularly
China ---- international air traffic through Southern California is
expected to nearly triple between now and 2030, according to the

County's hands if the county continues to rely on the one runway at

At times, critics of efforts to expand the county's air-traffic
capacity have suggested San Diego doesn't need a big airport because
it will never be a major hub. It is too close to Los Angeles
International and located on a "cul-de-sac" of the nation's aviation
system, they have charged.
The FAA's Blakely dismissed those arguments, saying Southern
California is destined to play a prominent role in an expanding global
economy, and the region needs an airport to back up LAX.

The regional approach comes as the state tries to find a better way to
respond to disasters that occurred during Hurricane Rita last year.
Last month, Gov. Rick Perry signed an order implementing most of the
recommendations of a state task force that studied ways to improve
evacuations and emergency response.
Under Perry's order, the 24 regions of the state had until today to
name incident commanders, who would serve as operations leaders in a
disaster response such as a mass evacuation.

The people who would be most affected by the proposed Marvin Nichols
Reservoir don't want it, but that didn't make much difference to the
Texas Water Development Board.
Despite protests from landowners, environmentalists and timber
industry executives, the board voted 4-1 Tuesday to include the
controversial reservoir proposed for Red River County in the water
plan for Region C. Region C includes Dallas/Fort Worth and the North
Texas area.
The controversy over the reservoir will continue, a state lawmaker
said.
"That doesn't mean the fight is lost on Marvin Nichols," said state
Rep. Stephen Frost, D-Atlanta. "It puts it one step closer to being
built, but it still has to go through the federal and state permitting
process."
Other opponents want to regroup after the vote. The only dissenting
vote was cast by the TWDB chairman.
"I gather Marvin Nichols is alive and well," said Max Shumake,
president of the Sulphur River Oversight Society and one of the 20 or
so people at the TWDB hearing in Austin who spoke against the plan.
The proposed reservoir has been floated to address long-term water
needs in the Dallas vicinity, supporters say.
However, opponents say it would flood thousands of acres and does not
protect the state's natural resources. They say other strategies like
conservation are better.

alike to accept higher-density development throughout the county as a
way to make up for the expected housing deficit the region faces over
the next 25 years.

mass transit. Matthews commissioners had a lengthy discussion recently
about the pros and cons of trains or buses coming to their town.
Transit planners say high-density development, especially around
transit stops, is a major factor in funding. When the transit proposal
is examined by federal and state officials, southeast corridor transit
Project Manager Danny Rogers says density along the entire proposed

UNIVERSITY CENTER -- After years of talking about it, economic
developers in the Tri-Counties are joining forces instead of going it
alone.
Economic development officials told the Tri-County Economics Club
Monday they hope to attract medical device manufacturers and help
existing businesses retool for alternatives to auto manufacturing.
Robert Van Deventer, president of the Saginaw County Chamber of
commerce, said he's seen a big change in attitude in the two and a
half years since he took his post. Early on, his ideas for regional
thinking "made very little headway," he said. That's not the case now.
"All three communities are coming up with ideas and events and
issues that we can all embrace and come together on," he said. "The
atmosphere is much more accepting of that."

HANNOVER: Move over Special Economic Zones. It's the turn of
investment regions, modelled on Pudong, Rotterdam and other successful
ventures across the world to dot the map of India.
"To get the maximum-possible leverage from the proposed investment in
infrastructure, we have come up with a plan for setting up five or six
such regions in the country," department of industrial policy &
promotion secretary Ajay Dua said on Thursday.
The proposal being debated by a taskforce set up by Prime Minister
Manmohan Singh envisages a single mega industry-led cluster that will
have a planned network of high-quality roads, air and sea ports and
power plants connecting every industry and development area in a
geographical area of 250-300 km.
Existing SEZs could also be subsumed in such regions, he said. Mr Dua
said the plan would tap the petrochemicals and petroleum industry but
could be extended to other sectors too. The government is concerned
that while it is necessary to develop infrastructure across the
country, focusing finances on five or six key investment regions would
be far more profitable.

fully fund transportation cost as well as develop a funding formula
that takes into account the lower incomes in rural areas.

Guyer's short history of regionalization is that the state came in and
told small towns to regionalize, rather than maintaining schools in
every community. He said that when the question was raised about how
the towns would meet the cost of transportation, "the state said don't
worry about it."
The state's failure to cover transportation costs has put rural
districts in a bind....

WASHINGTON (MarketWatch) -- Home sales and construction are slowing in
most regions of the nation, according to anecdotal accounts reported
by the 12 Federal Reserve banks on Wednesday in the Beige Book.
"Most districts report cooling and moderation in their residential
real estate markets," the Beige Book said. "In general, year-on-year
price appreciation seems to be lower than in quarters past, with [Fed
banks in] San Francisco, Cleveland, Kansas City, Richmond, New York,
and Boston all reporting more modest price growth in residential sales
The Dallas region was an exception, reporting "particularly strong
residential sales." The Dallas district encompasses Texas, southern
New Mexico and northern Louisiana.
Inventories of unsold homes were said to be growing in the Kansas
City, Minneapolis, Chicago, Atlanta, New York and Boston regions.
Almost all districts reported declining demand for residential
mortgages.
The Beige Book included information collected before April 17. In a
separate report, the Commerce Department said sales of new homes
jumped 13.8% in March.

"Think globally, act locally" was innovative in its time. Today the
local scale is often too small to address today's needs and
opportunities. "Think local planet, act regionally," is my candidate
paradigm. We can see that "regional communities" are organized locally
and now act both to avoid tragedy in the commons and gain benefits. An
effective multi-jurisdictional regional community has DNA: it is
geographically Defined; has a common Name and its Alignment is
inclusive of smaller communities and participatory in larger
communities.
