1. Hampton Roads
Transportation Authority greenlights taxes, fees - Daily Press, VA
A regional
authority approved a set of taxes and fees Friday to finance Hampton Roads
transportation projects but delayed the effective date three months--until
April 1--to give the General Assembly time to find alternatives to pay for the
projects.
A number of people had protested the package at two
public hearings this week of the Hampton Roads Transportation Authority, a
panel of 12 local elected officials the legislature empowered to levy the fees
and taxes and build new regional roads.
The taxes and fees are expected to bring in up to
$200 million a year and will be collected in Chesapeake, Hampton, Newport News,
Norfolk, Poquoson, Portsmouth, Suffolk, Virginia Beach, Williamsburg and the
counties of Isle of Wight, James City and York.
They include a 2 percent gasoline tax increase, a
levy of 40 cents paid by the seller of a house per every $100 of the final sale
price, a $10 annual increase in vehicle safety inspections and a 5 percent
sales tax on car repair bills.
Authority members voted 8-4 Friday to approve a
resolution adopting the fee and tax structure--an action the authority's
chairman called "a significant moment in the history of Hampton
Roads."
"The transportation crisis is real. It's going
to get worse, " Paul D. Fraim, who also is Norfolk's mayor, told fellow
authority members. "With this action I think we have taken a significant
step toward solving the crisis."

charitable resources. The $4 billion in regional
community foundation assets, including those held at funds for women,
Latinos, political progressives, and gays and lesbians, contributes to our
reputation as one of the richest philanthropic regions per capita in the world.
Given this, our community foundations should be more visible, more accessible
and better understood.

Emmett Carson, the new president of the Silicon
Valley Community Foundation, is a Chicago native, educated at Morehouse and
Princeton, who comes to the Bay Area from Minneapolis, where he built the
community foundation into a public policy force. He brought together community
leaders, politicians and philanthropists to develop mutually beneficial
policies and programs for immigrants to the Twin Cities.
The foundation looked to the intersections of
separate issues, such as domestic violence, homelessness, substance abuse and
foster care, and found innovative and effective solutions by bringing resources
together. Carson brings an inspirational track record of building a foundation
into more than just an aggregator of funds. We should expect this of our
community foundations.
There are lots of creative ways for the public to
work with community foundations, and lots of ways for these foundations to
successfully invest their assets close to home.

In the Bay Area, where so many of our daily
challenges -- from traffic to air quality and housing prices -- don't fit
neatly into the boxes of our public jurisdictions, partnerships across
community foundations could foster creative regional solutions. With financial
resources to invest, local leaders on their boards, and the wisdom of community
advisers, there is a great deal community foundations can accomplish.

3. Plan Development On Regional Basis - Wheeling News Register, WV
To their credit, local government
officials in Ohio and Belmont counties have not traded potshots concerning
economic development. On both sides of the river, comments on the subject have
been, well, neighborly.
That doesn’t change the fact
that while a major development in Ohio County, The Highlands, grows, the Ohio
Valley Mall and Ohio Valley Plaza in Belmont County have not. In at least one
case, that of the J.C. Penney Department Store, Ohio County’s gain
literally has been Belmont County’s loss.
Perhaps the failure to gloat has
been because Ohio County residents and officials can remember a time, not so
long ago, when the shoe was on the other foot: Downtown Wheeling was suffering,
in part because of development of the Ohio Valley Mall.

But the situation brings up
questions about development philosophy. Too often, it seems to be an Ohio vs.
West Virginia situation. One state’s gain is another’s loss.
It has been pointed out that a
regional approach to development would make counties on both sides of the river
more successful — and secure — in the long run. We believe that is
true.
For regional development to occur,
cooperation among local officials needs to involve more than kind words. The
same is true of state officials. And state legislators may need to take a look
at laws, including those involving economic development incentives and
infrastructure funding, that are pertinent.
All of that needs to begin
happening — simply in order to make our region of the Ohio Valley more
competitive .against other areas with more resources.
4. Mayors call regionalism key to competitiveness - Cleveland Plain Dealer, OH
Communities throughout Northeast Ohio, from small
struggling townships to economically thriving suburbs, must embrace regionalism
if the area is to remain competitive on a national and global level, Cleveland
Mayor Frank Jackson said Thursday night.
Jackson's appeal for regional cooperation was
echoed by the mayor of Youngstown and a deputy mayor of Akron, who spoke at the
Cleveland 365 forum "The Region's New Vision" at the Cleveland
Botanical Garden. About 1, 000 professionals from the area attended.
Jackson acknowledged that the regionalism concept
has been around for decades but is a necessity today.
"We have to make those necessary changes in
order to be able to survive, " he said. "We can no longer compete
within the region, because this is a global economy. That means we have to compete
nationally and internationally in order for us to survive."
Jackson also said cities must focus on creating a
regional economy that does not "steal internally from itself and allow
companies and businesses to move freely across boundaries to expand and create
jobs."
Youngstown Mayor Jay Williams said he was pleased
to see that the region is recognizing the concept of regional cooperation, despite
numerous political subdivisions, cities, towns and villages.
Williams said those entities are "inextricably
tied whether we realize it or not." Today's global marketplace "no
longer understands, recognizes or respects the boundaries that we set ourselves
up on."

5. Regional cooperation 'key' - South Bend Tribune, IN
In one episode of "The
Simpsons, " a slick salesman convinces the residents of Springfield to buy
a monorail by suggesting that maybe the idea would work better in the
neighboring city, Shelbyville.
"Now wait just a
minute!" Springfield's Ted Kennedy-esque mayor shouts. "We're twice
as smart as the people of Shelbyville. Just tell us your idea, and we'll vote
for it."
This region might not have such an
absurd rivalry between its communities, but local business leaders say cities
and counties need to start working together if northern Indiana is to continue
growing economically.
It's a song they've been singing
for a while, and one that might turn into action if a plan by local business
leaders comes to fruition.
Business officials from St. Joseph
and Elkhart counties are forming a coalition to get regional businesses working
together.
David Ogle, a board member of the
Economic Development Corp. of Elkhart County and publisher of The Truth of
Elkhart County, discussed the new coalition during an economic summit held
Tuesday at Indiana University South Bend by U.S. Rep. Joe Donnelly, D-2nd.
It's called the Northern
Indiana/Southwest Michigan Business Leadership Coalition.
A study is being done right now
using private funding, Ogle said, to determine the similarities between
counties on both sides of the state line and how they can work together.
Why?
Because what happens in the city
next door, or a county over, doesn't always stay there, said Grant Black, director
of the Bureau of Economic Research at IUSB.
"If Elkhart and RVs dry up, for
instance, what happens here?" said Black, also an assistant professor of
economics. "We're certainly not in a bubble."
More regional cooperation will
start happening, probably within the next couple of years, Black said.

6. Momentum Chippewa Valley Taps GSP
Consulting for Economic Development Assessment and Strategy

Economic
and development opportunities in West Central Wisconsin will be the focus of a
formal study of the region being commissioned by Momentum Chippewa Valley
(MCV.) The study kicked off August 9 with a visioning session in which local
leaders developed a framework for the future economic development of the
region.
"Our
counties and communities are implementing a process to create a results-based
economic development strategy that will take into account the opportunities and
achievements we have had to date, and build upon these with action steps to
guide our future decision-making, " said Dan McCabe, Board president of
MCV. "We are taking a major step toward leveraging our regional assets
that will build a prosperous economic future."
MCV is
partnering with organizations within its member counties of Chippewa, Dunn, Eau
Claire and Pepin. For this project, MCV will also partner with the counties of
St. Croix, Pierce, Polk, Barron and Clark to create a true understanding of the
regional assets available in west central Wisconsin. The study results will
assist education, workforce and economic development partners in developing
strategies to grow local and regional economies using resources that support
innovation, entrepreneurship, and technology-led businesses.
The August
9 "vision framing" session brought together economic development
experts, business and academic leaders, government officials and other
stakeholders from the west central region to brainstorm the region's assets, opportunities
and vulnerabilities. The goal of the interactive discussion is to provide a
baseline assessment of the region, map regional goals and develop a sketch of
the future goals for the region.
The
project, which will take approximately 6 months, includes three phases that
involve in-depth research and analysis, benchmarking, and engaging stakeholders
and residents from throughout the region to develop a strategy and action plan.

7. Namibia: Regional Councils in a Changing Environment – a
Discussion Paper - AllAfrica.com,

As the nature and composition of the Namibian
workforce changes, a question being asked with increasing frequency is: How
prepared are Namibia's 13 Regional Councils to evolve their practices and
policies to meet the requirements of employing and developing an increasingly
diverse workforce?
This question in turn gives rise to other
questions: What programmes and policies are already in place? How does the
ideal Regional Council intend to monitor the ever-changing environment in order
to know where changes need to occur?
What are the future challenges and where are the
"blind spots", that is, what areas are so far being neglected or
ignored? Conversely, is the Government's agenda pertaining to viable Regional
Councils being adhered to?
This opinion piece will generally explore these
questions in an attempt to elicit some kind of "fish bowl" debate so
that the most appropriate organizational approach will emerge. This, notwithstanding
the current status and the main elements of the debate on the transformation of
Regional Councils into viable sub-national government entities, cannot be
clearly understood without reference to its historical background that was
necessitated by the socio-political order of the day.

History tells us that, prior to independence, Regional
and Local Government in Namibia was an instrument of the Apartheid State. It
served the interests of and owed its allegiance to that State and thus carried
out the political, economic and social functions of the State from which it
derived its authority and power and to which it was accountable.
Thus, the exclusion of black Namibians from top
administrative, professional and technical posts as well as the non-existence
and/or inadequacy of services in the rural areas where the majority of
Namibians lived, were the order of the day.

8. Climate change bill takes aim at
cars

Local officials are resisting Sacramento's latest
initiative in its expanding battle against climate change.
Last year, the Legislature passed a landmark law
that requires power plants, oil refineries and factories to slash one-quarter
of carbon emissions by 2020.
This year, Sen. Darrell Steinberg, D-Sacramento, is
taking the campaign further and targeting the cars and trucks responsible for
40 percent of California's emissions of greenhouse gases, which scientists
believe are warming the planet at an alarming, unnatural rate.
Steinberg, through Senate Bill 375, would ask
agencies that periodically prepare regional transportation plans to build those
around local strategies that place housing near jobs, shopping and public
transit. The idea is to get people to drive less or ride the bus, and curb
carbon emissions in the process.
The kicker is, if agencies didn't design roads in
concert with such strategies, they could lose hundreds of millions in state
transportation funds annually.
Local agencies have made it clear they don't like
the bill. The San
Diego Association of Governments voted 11-4 on
July 27 to take a position against the bill. On Monday, the Western Riverside Council of Governments
voted 14-0 to follow suit.

Gary Gallegos, executive director for the San Diego
Association of Governments, said the bill would force counties to adopt
"preferred growth scenarios" that provide blueprints for placing
housing and employment side by side. And he said agencies would have to design
regional transportation plans around the assumption that those blueprints would
be carried out -- even if individual cities refused to follow them.

Gallegos said his agency is trying to nudge San
Diego County cities toward growing more compactly by offering financial rewards.
Through the Steinberg bill, he said, "we would be shifting from the carrot
to the stick."

9. Regionalization efforts gaining steam - The Tribune-Democrat, PA
The Forest Hills Regional Alliance, the first of its kind in
the region, is whole again after a decision by Summerhill Township officials to
rejoin after leaving earlier this year.
Meanwhile, two other regional
organizations in Cambria County are prospering and beginning to make a
difference in the lives of area residents.
They all reflect a statewide trend
toward joint efforts allowing municipalities to remain independent yet benefit
from power in numbers.
“Nobody is asking
municipalities to give up individuality or sacrifice needs, ” said state
official Kenneth Kolthen, deputy secretary for Community Affairs and
Development. “What we’re finding is many needs are shared.”
The state is backing
communities’ push toward regionalization with money.
Greg Morgan of the state
Department of Community and Economic Development said that last year the agency
doled out nearly $3 million to cover the costs of multi-municipal planning and
shared services efforts, including equipment purchases.
Both programs are benefiting the
Central Cambria Coalition, made up of Ebensburg and Cambria and Jackson
townships.
“It’s been a
tremendous benefit to us, ” said Dan Penatzer, Ebensburg borough manager.
Joint equipment purchases and
sharing has been the big initial benefit for the municipalities making up the
Central Cambria School District.
But the coalition is now involved
in a joint comprehensive plan, something Penatzer said will save money and
guarantee coordination between the municipalities.
The Forest Hills group, which is
in the funding stage of municipal planning, is focusing on bringing grants to
the area. It also is weighing the possible sharing of health-care services and
some equipment.
Alliance officials have applauded
the return of Summerhill Township.
“This means we have achieved
solidarity, ” Alliance executive director David Knepper said.
“It’s like any family. There are going to be disagreements, but the
family is back together.”
