13th MALAYSIAN NATIONAL CONFERENCE ON IRRIGATION AND
DRAINAGE - First Announcement

The Ministry of Agriculture And Agro Based Industry
Malaysia, The Malaysian National Committee on
Irrigation and Drainage (MANCID) and the Department of
Irrigation and Drainage Malaysia (DID), take pleasure
in inviting you to attend the 13th MANCID Annual
Conference (MANCO) which will be held in Legend Hotel,
Kuala Lumpur, from August 22 to August 23, 2005.

The theme for this year's conference is “Transforming
Irrigated Agriculture into an Efficient Engine of
Growth”.


Introduction
============

Since the 1950s, irrigated agriculture has been
developed intensely to meet the demands for food
security and to improve the farmers’ socio-economic
status. At the present rate of population growth,
food production needs to be doubled by 2025 to meet
world demands. Irrigated agriculture, being a primary
means of food production, is expected to play a
critical role in supporting this dramatic increase.

Demonstrating resilience during the financial and
economic crisis of 1997, the agriculture industry has
thrived amongst the other industries. The government
is now making efforts to take advantage of this
characteristic of agriculture and transforming it into
an efficient engine of growth. Advances in the
agriculture industry would definitely and
significantly assist in the enhancement of quality of
life of the poorer communities. Without sufficient
supply of quality food, no society could achieve
sustainable development.

It is with this background that the theme for the
MANCO 13th 2005 was chosen as “Transforming Irrigated
Agriculture into an Efficient Engine of Growth”. This
will then provide us with opportunities to discuss and
explore the issues deeply and openly. The MANCID
welcomes you to share experiences among the various
inter-disciplinary experts and work together towards
achieving a noble mission.

Participation and paper presentation are now open for
registration.

Call for papers
===============

The organizer invites submission of papers relevant to
the theme of the conference. Intending authors are
requested to submit their abstracts and papers
according to the following schedule :

Abstract: June 24, 2005
Full paper: July 29, 2005

Acceptance for presentation will depend on the
Technical Committee. Potential paper presenters will
be informed whether their papers are approved.


Topics:
=======

Papers should be relevant to the theme focussing on
the following topics:

- policy, legislation, planning and management;

- capacity building and education; and

- R&D.
