OBJECTIVE
Hydraulic Fluid flow measurements have gained major
significance due to increasing awareness regarding
conservation and optimum utilization of natural
resources like water. The need for measuring the
discharge in closed conduits, streams and rivers
arises from the value of water to the community. As
population expands and industry develops, so does the
availability of water become increasingly important to
mankind. A Knowledge of the quantity available is the
first stage in the efficient management of this vital
resource.
The feature of this one-week extensive programme is
its completeness in introducing the entire range of
flow measurements techniques to the participants. This
programme is designed to support and extend the
application of theory to the academicians, engineers
and persons related to industries. Also the programme
would enable the participants for creating a better
understanding and to explore the new design and
research ideas for the success in future.

ELIGIBILITY
The course is meant for sponsored faculty members of
Engineering Colleges/ Technical Universities/ other
Institutions approved by the AICTE. 15% participants
can be from Polytechnics, provided they meet the
eligibility criteria. Professionals working in Private
/ Public / Government Organizations / Industries,
Scientists / Engineers in R&D establishments are also
eligible to apply for participation.
RESOURCE PERSONS
Faculty members from GBPUA&T and the guest resource
persons from other premier Institutions like Indian
Institute of Technology, Roorkee and National
Institute of Technology’s and other reputed
consultancy organisations, R&D institutions etc are
invited to deliver lectures.
ABOUT THE UNIVERSITY
The G B Pant University of Agriculture and Technology
is the first state agriculture university established
in India during the year 1960. It has well established
infrastructures with modern facilities. The university
is located at Pantnagar near to hill station Nainital
and is about 250 kms from Delhi by road. The weather
is warm at Pantnagar during June and stay will be very
much enjoyable in this location, which is rich in
flora and fauna.
The College of Technology is one among the 9
constituent colleges of the university and imparting
technical education with ten departments including
Civil, Mechanical, Electrical, Electronics and
Communication Production, Computer, Post Harvest
Process & Food, Farm Machinery and Power, Soil and
Water Conservation, and Irrigation and Drainage
Engineering
COURSE FEE
No course fee will be charged from the faculty members
of AICTE recognized Engineering Colleges /
Polytechnics. Refundable Caution money of Rs. 200.00
is to be paid along with the application in the form
of a draft. The money is refunded, if the candidate
attends the course or is not selected for the course.
A registration fee of Rs. 1000.00 is to be paid by all
other participants in the form of a crossed Demand
Draft drawn in favour of “The Co-Ordinator, STTP on
AHFM” payable at State Bank of India, Pantnagar (Code
1133) or UCO Bank (Code 0678) or Punjab National Bank
towards their non- refundable registration fee, course
materials, mid session tea etc.
TA/DA AND ACCOMMODATION
For the participants only from the AICTE recognised
Engineering Colleges/Technical
Colleges/Universities/Polytechnics, to and fro journey
TA will be reimbursed by the shortest route and DA
will be paid as per AICTE-ISTE norms. No TA/DA will be
paid for all other participants. However, other
participants may request well in advance for
accommodation in the University Guest House on
payment.

About Seminar
In recent decades, a host of experimental data
have been generated on interactions
between water and forests. Most of the studies
and research concentrated mainly on
water production, flood generation, soil erosion,
sedimentation, and so on. However,
there are other important issues such as global
climate change, quality of habitat,
bio-diversity, and ecologically sustainable
development which merit due attention
from the scientific community. In India,
inexorable population growth, exploitation
and often irreversible destruction of forests,
demands that planners must give access
to best possible scientific background for
managing the existing forests which play a
significant role in water resources development
and management.
Regional Center is actively involved in forested
hydrological research for the past
six years and completed a project sponsored by
UNESCO. which resulted in organising
the seminar in order to gather a group of
Scientists, Engineers, Foresters, NGO's
and Social workers taking into account of large
scale degradation of the existing
forest covers.

Call for Abstracts
Authors intending to present papers on the above
themes are invited to submit abstracts
of 300-500 words which should include besides the
problem being studied, atleast one
paragraph pertaining to results and conclusions.
The authors may indicate the theme
under which the intended paper can be discussed.

name and affiliation, mailing address, telephone
and fax numbers and E-mail address.
The abstract should be typed in one and half

ACCOMMODATION
The participants of the Seminar would be required

ABOUT NIH
The National Institute of Hydrology (NIH) was set
up in 1978 under Ministry of Water
Resources, Govt. of India with HQ at Roorkee for
basic and applied research in the
areas of hydrology and water resources to solve
complex field problems. For technology
transfer and study of hydrological problems of
various agroclimatic regions of the country,
the institute has established six regional
centers. One of the first established centers
is the Hard Rock Regional Center, Belgaum to
tackle hydrological problems in the Hard Rock
Regions, mainly comprising of States of
Karnataka, Kerala, Goa and Parts of Maharashtra,
Tamil Nadu, and Andhra Pradesh.
ABOUT BELGAUM
Belgaum is situated on the border of Karnataka
State with Maharashtra and is well
connected by Roads and also by Trains. Climate is
generally pleasant with intermittent
rains during July. The State of Goa is located at
about 150 km away to the western side
of Belgaum.

interdisciplinary in nature focusing on applied
aspects of in GIS, Remote Sensing and Earth

for past two months (last week of July, 2003
onwards), therefore could not be able to moderate

Yahoo! Groups appeared to be blocked in India
(copy of a news item placed below). On the other
hand, storage quota of my mail program seemed to
be exhausted on 22nd August, therefore I did not
get any mail after that period, till I generated
space last week. Today, I have released all the
pending posts, as available in my mail box,
because I can not access the "Yahoo! Groups" till
the problem is rectified at Government level.

Some Indian internet service providers have
banned Yahoo! Groups en masse after the
government issued an order asking that access to
a single group, kynhun, be banned.
Lack of technical knowledge seems to be one of
the reasons for the mass blocking, at least in
the case of Dishnet, according to subscriber
Badri Seshadri, one of the first to notice that
the popular Yahoo! service was inaccessible.
India's Department of Telecommunications at the
Ministry of Communications and Information
Technology, issued an order on September 10
directing ISPs to block kynhun.
In a posting to the india-gii mailing list, one
that discusses telecom issues, Seshadri wrote:
"Dishnet has blocked access to groups.yahoo.com
since 13th September 2003 and on further
enquiries tell me that it is because Govt. of
India has sent them a directive to block specific
Yahoo! Groups and since Dishnet doesn't know how
to do that, it has blocked access to the entire
URL http://groups.yahoo.com."

Government of India (MIT) has by an order dated
10/09/03 blocked the website
"groups.yahoo.com/groups/kynhun". Even though the
block order was for a particular group, Dishnet
has blocked the entire groups.yahoo.com domain
thus blocking all groups including

Dear Colleague,
It is heartening to note that a "Water Resources
Forum" is being established at Roorkee,
Uttaranchal, India. A general meeting of the
proposed forum was held on 7th March, 2003.
Proceedings of the same are placed below.
1. About 20 persons from NIH, IRI, Civil,
Hydrology, WRDTC, and AHEC attended the meeting.
The idea of establishing Water Resources Forum at
Roorkee was welcomed by all. All departments
expressed their commitment towards enhanced
co-operation among member departments and
institutes.
2. It was decided that initially the forum will
work in an informal way and the formal
formulation can take place after its recognition
at later stage.
3. The forum will work for benefit of water
resources fraternity at Roorkee without
interfering in the consultancy/ research projects
of individuals.
4. In the next three months, following activities
were envisaged :
i) In order to highlight the capabilities of
various departments/ institutes, a directory of
the facilities/ expertise (experimental,
software, etc.) available be prepared.
(Departments to provide information within 2
weeks)
ii) A seminar/ brain-storming session shall be
organized during the last week of March/ first
week of April on Inter-Basin Transfer of water in
India. (Dr. C D Thatte may be requested to
deliver the lecture.)
iii) An Half-hour presentation from each unit
regarding the research contributions of last five
years and the facilities available shall be
organized. (To be organized within six weeks)
iv) In future, information related to various
technical activities/ lectures by the organizing
department/ institue shall be circulated to all
the departments/ institutes related to water
resources.
5. Opportunity will be provided to visit each
other's department and to share information about
latest arrival of instrumentation and the
experience gained by staff by visiting/ working
at international and national levels. Quarterly
meetings shall be organized on rotational basis.
6. NIH shall provide the list of subjects in
which they have the expertise. Prof. K G Ranga
Raju shall take up the matter with officials, so
that expertise of NIH scientists can be utilized
to teach post graduate courses.
7. The departments/ institute should open up the
library facilities to all the water resources
professionals.
8. Efforts should be made for closer interaction
with public and the facilities should be opened
for visit to public. If possible, working models
should be shown to the public.
9. The forum should work voluntarily to solve the
local level problems like Drinking Water,
Drainage, Water Harvesting, etc.
10. Following core group will co-ordinate for
exchange of information, etc.
