If you've reverse-engineered RoboWar and developed a new version without ever
looking at the original source code, the new program is yours to do as you
like with.

If you've made a clean re-implementation of RoboWar, you can publish your code
however you please. As a practical matter, unless you're disclaiming all
copyright, you should stick a copyright statement and a brief summary of the
license terms at the top of each source code file, and include a file that
contains the full text of whatever license you're publishing under.
