Anyone in Texas needing to send correspondence on your ATF permit, here's the mailing address:

Federal Explosives Licensing Center

244 Needy Road

Martinsburg, West Virginia 25405

Attention: Daniel Urrutia

Be sure to write your daytime phone number on your correspondence and put a reminder that you're a hobby rocketry person.

I sent in a change of address and included the original expired permit instead of the original current permit. He called me up and told me what he needed. He said that it helps a lot of it has someone's name on it (his in this case) because they get a mountain of paperwork directed generally to the agency, and the mail room people have to figure out where it goes. If it has a name, it goes straight to the right person.

He also said that because I'm a hobby rocketry person, he's going to send through the change of address immediately based on my promise to send in the right piece of paper. He said they have to be careful with the real industry guys who have a lot of explosives, but for the rocketry guys they aren't so worried.

I told him I would mail him every purple piece of paper I have in my notebook. He said I'm not the first one to get it wrong, and I won't be the last.

All in all, a pleasant conversation. I dealt with the same guy when I was trying to get my mailing address changed to a post office box, and he was easy to deal with then, too.
