Hi Lou,
I can contribute some text for your report about my flights: Its in the
third person singular for trouble-free pasting. Feel free to edit if you
wish however.
- snip -
Saturday saw the opening flight of Paradise II by Steve's aptly named
'Windsock', a paintless toss-together streamer model that started out as
a LOC Aura. Windsock opened up Saturday's events with an inaugural
flight on an G80, which was soon followed after a fin reattachment by
another G80, followed by an H90 after its second fin reattachment. Steve
feels that the trailing fin design of the Loc Aura is such that it is
almost guaranteed to lose a fin with each landing. He would like to
thank Alan Davis from Grand Prairie for the use of his five minute
epoxy, and wants to thank Jim Turner of Trailing Edge for coming out to
Paradise, and for suggesting the H90. The Windsock will continue to fly
until the fins progress into a big nasty glob of epoxy which is no
longer aerodynamic.
Then Steve got serious in the afternoon with his XRV Mk IV. Declaring
Saturday "Blue Thunder Saturday", he flew the XRV three times,
starting wth a J460T check flight to 2260 ft. This was followed an hour
or so later with a J800T which flew to 4006 ft and caused Steve some
sphincter-tightening when it was headed straight for the pond on
landing. Luckily it avoided the water but took a hard landing on the
surrounding boulders and only suffered some rock rash to the airframe.
Not to be deterred, a K1100T was prepared for Steve's ultimate afternoon
flight. The K1100T-powered XRV scorched off the pads and enabled the
12.75 lb rocket to hit 415 mph in 1.6 seconds, pull 16.3 g's and reach
5238 feet altitude. It was the 20th succesful flight in a row for the
XRV. On Sunday, the XRV proved it was no fluke with a Paradise II
farewell shot using a J415W. The rocket again hit 4000 feet and was
recovered about 50 yds from the pads.

It was a great event Lou and I hope to see everyone soon at Paradise 3!

Hi Rick,
Paradise 3 is in the planning stage right now. It looks like it will
be the weekend of May 15th and 16th. There will be an official notice
of launch soon.

I have a nice photo of Billy's 5K motor bird in the bed of his pickup
about a half hour before it flew. Give me a couple of days, and I'll get
it scanned and posted. The rocoket flew a beautiful flight. Too bad the
altimeter failed...
Billy, I'm sure you're reading this. I want you to know that the first
high
power launch I went to was at Jordan Farms in Katy. You were there,
and I was terribly impressed with your stuff. I had a little Aerotech
Mustang
and a G motor that day. Today, I'm flying the candy-striped V2 on K's ,
mainly due to the inspiration I got from you that April day in 1996.
Keep
up the awsome flights - everyone comes to watch when you fly.

Hi Lou-
I had a great time at the meet, even though I let Clifford talk me
into
camping out in the arctic weather conditions...
For what it's worth, my Nimbus went about 4700' on a J90, I also
flew the candy-striped V2 on a J800, I guess arond 2000'. My Endeavor
went to 3500' on a J460. Then there was Amy, a 6 1/2 foot 38mm minimum
diameter bird on an I195 - she screamed. Unfortunately, I don't have an
altimeter that will fit inside - the ALTACC is too fat.
My Aerotech ARCAS flew nicely on an EconoJet F20, even though I forgot
to pack a chute in it - oops! where was the RSO? The next time it flew
on
an H180, and I remembered to pack a recovery device - a long streamer
due
to the wind. Unfortunately, it landed on rocky terrain and busted a fin.
The
ALTACC reported 2800 feet, and 25G's. Not bad for a cardboard tube...

Well, the weekend AccuWeather forecast for Eden has improved
considerably in the last 24 hours. They now call for mostly cloudy on
Saturday and SUNNY and PLEASANT on Sunday! For anyone
interested, I will have drawings and prices of Delron Buttons for a
Unistrut P1000 rail launcher design with me this weekend.

Steve,
My neighbor has done welding for me before. In fact, he welded up the
BATF Type 4 magazine Ed Jacoby and I share. I have been looking into a rail
launchpad based on Unistrut also as a Hill Country Tripoli group project and
will have information about it with me this weekend.

Steve, I'm a big believer in rail systems.
HCT has a small Black Sky ProRail. Black Sky does not make them any
more but they have a bigger model (not as big as the one from rocketdyne
however) that may be available now (I picked one up at LDRS).
The Dallas guys have a very nice custom built rail that several guys from
HCT have used. You may want to check it out as well. It uses the BlackSky
rail attached to the side of a three sided "antenna tower".

Well, the 5-day weather forecast is starting to deteriorate some.
Accu-Weather is calling for morning showers on Saturday and
scattered showers and sun on Sunday. The flight line, camping
area, and recovery fields are all pastureland so mud should not
be a problem. The access road is a good gravel road that will
be okay in any weather that we would be willing to fly in.
Just in case, I have applied for a rain-date waiver for the following
weekend of 3/6-7/99, but this will only be used if we have to
call off the entire original weekend. Stay tuned...

I just recently purchased the P3 altimeter and I have two questions that I
hope someone can answer for me.
1) The directions say to install a battery and replace the battery bracket.
I'm probably missing something, but it looks like a herculean effort to
install. How does one get to the battery bracket without taking the altimeter
apart. Is there something that slides out?
2) Does the rocket need to be maintained in an upright position for safety?
I believe that as long as the altimeter is unarmed it should be ok but the
directions are unclear.
I called the phone number on the directions and it was not for Transolve Corp
and the web site is under construction with no e-mail address. Any help/input
would be appreciated.
It looks like I'll have my camera ready to fly for P2 as I finally got the
controller today.

Rick,
I just got the following text from a posting on the Roketry Online Forums:
Michael Chapel on 2/22/99 8:29 AM said:
-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-
>>i'm living in texas now, and to buy a "G" engine the store say's that i need
an
LEUP permit, does anyone know how i go about getiing one?>>
First, IF you live in Texas AND the store you want to purchase the motor from is
ALSO in Texas, then you DO NOT NEED an LEUP to purchase and use the
motor inside the state of Texas. You would file out a form 5400.4 in accordance
with:
§ 55.105 Distributions to nonlicensees and nonpermittees.
(a) This section will apply in any case where distribution of explosive
materials
to the distributes is not otherwise prohibited by the Act or this part.
(b) Except as provided in paragraph (c) of this section, a licensed importer,
licensed manufacturer, or licensed dealer may distribute explosive materials to
a
nonlicensee or nonpermittee if the nonlicensee or nonpermittee is a resident of
the same State in which the licensee's business premises are located, and the
nonlicensee or nonpermittee furnishes to the licensee the explosives transaction
record, ATF F 5400.4, required by § 55.126. Disposition of ATF F 5400.4 will be
made in accordance with § 55.126.
--
So, by completing the transaction form 5400.4, you can purchase any restricted
access motor (G through N) as long as the individual lives in the same state as
the dealer.
Otherwise, if you want to purchase motors from out of state dealers, or fly in
states other than Texas, you need an LEUP permit. If you current dealer won't
sell to you, and you fit the above descriptions, you should contact another
dealer instate.

It's getting closer! I'll provide daily updates from now 'til I leave for
Eden early
Saturday morning.
I have updated the P2 website to include a link to AccuWeather forecast
for
Eden, Tx. The five day outlook thru to Friday calls for warm and sunny.
I'm
sure we will all keep a close eye on that page!
Ed Jacoby has found a reasonablly priced porta-potty rental! It will be
on
site tomorrow.
We have yet to locate a food vendor - plan on providing your own lunches
during the day. BTW - the barbeque place in Eden that we made lunch runs
to
back in December during Paradise 1 has closed.
For those who have plans to camp out at the site and are arriving Friday
evening, here is where you should set up. As you drive out from Eden along
Rt 2404 you start seeing the large fields on your right around the 9 mile
mark.
At 10 miles you come to a sweeping 90 degree turn from north to west. At
this
point there are gates in the fenceline at the corner of the turn and
another gate
about 50 yards to the west. Go in thru the western gate (PLEASE CLOSE THE
GATE BEHIND YOU) and head north away from Rte 2404 along the fenceline
to the area near a large pole barn. Just past the end of the barn is a
open
area near trees surrounding a stock pond. You can set up there.
More tomorrow...

So if I understand this any easy access loads like all of the 38mms and
29mms should have no trouble if they come from Dr. Rocket but if we order
from Aerotech direct or from Kosdon, Ellis Mtn., et al we need to comply. I
guess that if we have a local dealer (like the Aerotech dealer in the Dallas
area) we don't have to worry but if we order from out of state we do. Do we
still have to comply with the regs for LEUP if we go into the 54mm and above
range?

I have read thru all the traffic and information I could find on the whole
subject of the BATF and HPR. Here is my understanding "at this time"...
1. The BATF only becomes involved when "regulated devices" cross a state line.
If you purchase from a in-state dealer you can fly it or take it home and
place it under your pillow. Check out local and state laws first, though!
2. If you crossed a state line to recieve the "regulated device" or if the
dealer crossed a state line to bring it to you, or both, then you will
need a LEUP for the purchase. If you do not burn it immediately after
purchase it will need to be stored in an approved magazine.
The whole issue of separating black powder (a blasting agent) from AP
(a low explosive) in separate magazines is a new issue (to me). It's
probably been around for a while but I haven't noticed it amongst all
the other issues and questions. This is might be one area where we could
get some relief in the form of a variance, possibly for some small quantity
of black powder (under a pound?).

I could use some clarification also. Specifically, if I do all my flying
in Texas and I purchase all my regulated motors from a licensed dealer
at his/her place of business but take delivery on-site. Do I need a
LEUP? I've heard yes and no. Can someone quote the applicable
regulations?
Thanks!

I just finnished reading the report on the TRA home page about the new enforcement of the rules laid down by Congress and I am still kind of foggy about the application to me. Does this mean that all reloadable motors over that which is available to the general public, i.e. Aerotech 29/40-120, are going to need a LEUP filing and qualification for storage? And what of the practical aspects such as buying a reload and picking it up at a launch that you might be attending that would be common to both parties? I did get that the filing fee for HPR applications was warmed up to so that it will not be so expensive. Are we going to have to separate the ejection charges out of the package so as to not be in conflict with the statement of not storing AP with black powder? What would be the best and most relivant way in which to send in feedback and to who?
