Although a namespace URI is not required to point to a valid resource and the URI could seem irrelevant for the most of people deep involved with XML, I think that having a valid URI pointing to a real resource can be really helpful for those trying to gather more information about the format itself.
I remember when I started to gather information about RSS 1.0 modules, the first place where I was looking for details was the namespace URI.
For me it doesn't really matter whether the final choice will be
http://backend.userland.com/rss2 or http://www.rssboard.org/rss-specification, but for making a choice I would choose http://www.rssboard.org/rss-specification
Not for adding more confusion, the namespace URI could also be a completely new URI at http://www.rssboard.org/ including not the RSS specification itself but some details about the RSS namespace, just to meet the expectation of those users trying to learn more about it.
Perhaps the page can include some information about the reason why we are discussing about a namespace or other technical information.
