I've recently drafted up "Extending RSS 2.0 With Namespaces":

It's rough, quick, and dirty. I'm actively
taking suggestions on improving it. It's a
low-tech document - nothing, actually, like
the RSS 1.0 document of similar notation.

... Few quibbles: 1. Didn't see anything explaining how namespace prefixes aren't normative and can vary between equivalent documents. Maybe I just missed it...
