formatting of time / date in SDTM   Message List

Hello,
The following question came up recently: The section on formatting time / date
value refers to the ISO format- but in the description the IG does not mention
the time zone. Is the time zone optional or even allowed - and if yes - what
format should be used? Zulu time or the "+0200" notion?

Any thoughts?
