We ignore time zone considerations and just translate the date/time as recorded in the CRF or lab report, or whatever the data source is. So, generally, we're reporting local time.

This is an accurate representation of the collected data (unless your CRF collects time zone) and provides what is generally needed for analysis - the ability to determine timing within the studies (assuming each subject stayed in a single time zone during the study).
