Abstract
How are we to engage people with low literacy in the burgeoning development ofthe internet? It is well documented that
a large minority of the population is functionally illiterate. How might they be encouraged to communicate, author and
publish work as they develop skills in media literacy? How can we ensure developers understand and incorporate these
needs into technical specifications? What funding model will provide the best outcomes? Who controls our icon libraries
and how they will develop? How can we ensure that everyone can contribute to our virtual future?
