Given that they are in the middle of moving to new offices, my best
guess is that updating the web page to show the new patch level was
simply overlooked.

IIRC, patch 4 did require a console client upgrade.
Actually, it broke one of my EM client workstation installs, now every
time I try to start the console it downloads the upgrade and never
gets past the installer.

Yes. 61104 includes many hotfixes released after 61103,
release notes are on their web site now.
