Not that I'm able to justify my opinion on this very cleverly, but I
find the second option more "natural". That a search for "full time"
finds the tags "full-time", "full" and "time".
I agree with Jarkko that a more "relaxed" approach to tag matching is
more useful than a strict string matching (including punctuation
characters).
I always felt, that this was somehow big point in favor of simpy, that
it's tag management was always a bit different with allowing arbitrary
multi word tags.

I vote for flickr-style tags -- it pretty much strips out any whitespace or punctuation and downcases everything and makes it one tag. So Full Time = full-time...
