You have to use the "DataPrep" tool (in the "SkyMap/Tools" submenu of
the Windows "Start" menu) to "compile" these file into an "arp.sdc"
file. This can then be imported into SkyMap as an external data catalog.

"DataPrep" has its own help file which contains instructions on how to use it.
