Try
ftp://ftp.tux.org/pub/distributions/tinylinux/smalllinux/0.4.0/

for the files.

To copy the files to a diskette use rawrite if you are using DOS/Windows,
or dd if you are using Unix/Linux

The dd command should be:

dd if=boot-0.4.0 of=/dev/fd0

then change disks and:

dd if=boot-0.4.0 of=/dev/fd0
