Interop registry   Message List

I've updated the interop registry to regularly ping each registered
service and to drop those that regularly fail.

its just bounces a soap message off the endpoint, if it gets a soap
response, its okay.

dropped endpoints continue to get pinged, if it re-appers, it'll get
re-instanted. Calling the updateserver method will also re-instate the
endpoint.

If there are any other requests for functionality for the registry,
please let me know.

Cheers
Simon
