The part/assembly has multiple configurations, each configurations has a Description in Configuration Specific Property.
The way you describe only works for 1 configuration.  I am looking to display the Description of each configuration (may not have asked for that specifically in the first email, sorry).
Think of it as kind of a BOM but reflecting multiple versions of the part/assembly, like a Design Table.

Start a new drawing. Now insert a view of the part/assy containing Description as a Configuration Specific Property. Now start a note, click on link to property. Select "Model in view specified in sheet properties" and from the pull down menu, select description and OK. You are done.

If you delete all the views from the drawing, the will change to $PRPSHEET:{Description}. And if you add any part/assy view containing Description as a Configuration Specific Property, the note will get updated.

If you don't want to show the empty note or it being displayed as $PRPSHEET:{Description}, then put the note in the sheet format. For this, right click on the sheet and select Edit sheet format. Now add the note as described above. Just make sure you have a minimum single view in the drawing containing Description as a Configuration Specific Property.

I wish this solve your issue.

Hi; Is there a way to link a note to a Configuration Specific Property? I can do it if I attach a note to a view of that configuration but I want to do it...
