It's definitely a rebuilt battery, these haven't been made for years.
It's almost certainly defective, but you might try removing the battery,
and holding the machine's power switch "on" for a full minute. Then
connect the battery, and finally, connect the charger. See if that
resets all the appropriate power circuitry.
