please change your logappend.sh
new logappend.sh should look like following

#!/bin/sh
PATH=/bin:/usr/local/bin:/usr/bin
export PATH
cat >> /var/log/qmail/spamguard.log
####################################3
i tested this and it works.
we changed this in spamguard 1.5
ps: you do not need to restart qmail-send
