I had the misfortune of watching a Webster City city employee unplug and ice jam in a storm sewer by putting 2 shovels full of salt down it.  I shuddered.  But it got me to thinking about what other cities do when there is a deep puddle of water across a street and they want to get it to drain down the storm sewer.
