Jim,
Take a look at two web sites: University of Wisconsin Extension
Education Service, and City of Maplewood, Minnesota. Both (especially
UWWEX) have WONDERFUL rain garden information.

Subject: [StormwaterPro] Hello
I'm a new member. No stormwater background but learned from our
college extension office about rain gardens and the benefit they can
have on reducing stormwater. I've installed one this fall on one side
of my house and if it works as anticipated I'll put one on the other
side next fall. Due to some years being quite dry and the capacity of
the stormwater systems reaching their maximum, I think this concept
should be more heavily advertised. Hope I can learn more from your
group. Jim.
