Putting Tehachapi on the World Map with a New-Energy Technology Center

A just released technical paper posted to a DOE website describes what
appears to be a major breakthrough in proof of concept of new energy
technologies to replace nuclear and fossil fuel power, a breakthrough that
will be discussed this week -- at the first of three public weekly Wednesday
Community Business Meetings, at 7:30PM at Denny's Restaurant meeting room in
Capital Hills, about our proposal to develop such technologies globally via
a Capital Hills Research Center -- by retired IBM electronics engineer Dr.
Fred B. Wood, Sr., PhD, one of the "fathers of systems theory" who has a
long history of advanced/forefront electronics systems design since his
pioneering work on radar in the 1940's.

Dr. Wood is in agreement with another of our colleagues, the primary author
of this paper referenced below, US Army Lt. Col. (ret.) Dr. Thomas Bearden
PhD, that this new knowledge has been under development secretly by several
countries for at least a couple of decades for military purposes such as
advanced electromagnetic weaponry, and that it is time for these
technologies to be released and transferred to the public sector to help
resolve today's critical global environmental emergency situations including
climate change and dangerous ozone layer depletion.

This Capital Hills Research Center project is being coordinated by David
Crockett Williams who lectured about it thirteen months ago to the monthly
meeting of the Kern County Technology Transfer Group. Six months ago DOE
extended their public comments deadline for Williams and some of his
colleagues to contribute recent research on this new-energy genre to the
DOE's year 2000 Strategic Plan (research archived for public review at

This Wednesday's meeting will begin with about 10 minutes of video clips
introducing scientists and inventors in this field such as Bearden, Bruce
DePalma, John Hutchinson, Joseph Newman, and Dr. Brian O'Leary, the former
NASA scientist/astronaut and physics teacher who was science and energy
policy advisor and speechwriter for four US Presidential candidates and
whose initiative this local project is following after Williams' 1998
proposal to DOE for O'Leary's suggested budget of $108 million per year.

Also participating at this week's meeting will be Capital Hills owner John
Guthrie and local technologist Ed Delvers, the former research assistant to
world reknown new energy pioneer, the late Bruce DePalma

theoretical considerations and experimental verifications on a solid state
"zero point energy generator" apparently now proven at 5:1 output/input
ratio (500% "efficiency") expected to increase to 30:1 with further
development and funding.

Subject: New Breakthrough Overunity Device Announced


A scientific team headed by Dr. Tom Bearden announced yesterday that they
have developed and tested a new Overunity device that produces a Coefficient
of Performance of 5.

This means that it puts out five times as much power as is fed into it,
making up the difference by extracting free energy from the vacuum.
Essentially it can be considered as a battery that never runs down.

Later models of this breakthrough device are expected to produce COP's in
the region of 30.

The device is known as a Motionless Electromagnetic Generator, has no moving
parts, and is based on magnetic principles that were only able to be
utilized when Honeywell produced a new nanocrystalline material which became
available last year.

HIGH-TECH HAPPENINGS.

Capital Hills owners have spawned plans
for yet another high-tech facility on their rolling hills
north of Highway 58, the once-planned site for Technopolis.
John and Lyn Guthrie and Jim Crawford are donating several
acres for a "Global Peace Now!" theme park with walkways,
picnic tables and a garden for meditation and prayer.

A Global Peace Park Center and a New-Energy Technology Center
will become Capital Hills's pivot point for future development.

David Crockett Williams, a Tehachapi chemical physicist, has
proposed a $108 million budget to the U.S. Department of
Energy (DOE) for the project, with a 10 percent allocation to
the Capital Hills park. Williams has worked for over 20 years
with scientists and inventors on research for this center and
will conduct community business meetings on Oct. 11, 18 and
25 at 7:30 p.m. at Denny's Restaurant to discuss the project.

The Global Peace Park Center will house a video media
production and viewing room and a video teleconferencing room
to communicate with other countries toward global peace and
inter-cultural understanding. New-energy sources like ZPE
(Zero Point Energy -- an essentially inexhaustible and
ubiquitous resource) will be researched at the New-Energy
Technology Center as an antidote to the greenhouse effect.

DOE experiments reveal ZPE as an enormous energy field that
exists in the same space that matter resides. Williams quoted
the agency as saying: "Any device that could harness ZPE
would be 'the Holy Grail of energy research'."

Status of Capital Hills

Attended by our local congressman, business people and celebrities, in
August 1989 groundbreaking ceremonies were held for Phase One (121 acres) of
the planned 2000 acre Capital Hills Development located in the City of
Tehachapi at the middle exit of Freeway 58 (soon to be Interstate 40) at the
Mill Street off-ramp in the center of the northern edge of the Tehachapi
Valley, the southernmost such mountain valley of the High Sierra range.

In cooperation with one of its strategic partners, AT&T, this Phase One
property at Capital Hills has facilities for fiber optic cables along with
all underground utilities already in place.

The intent is to create a planned business, commercial, and residential
development in this quiet semi-rural area, with latest information-age high
technologies employed throughout a "Technopolis" of research parks, light
industry, office and commercial facilities, etc., where workers can live
nearby and walk, bike, or even ride horseback to work in modern facilities
out of the hectic hubub of city life such as the Los Angeles and San
Francisco Bay Area busy and distractive lifestyles that many creative
companies now are subject to.

After the groundbreaking, the 121 acres of improvements (eg. streets, curb
and sidewalks, street lights, underground utilities, etc.) were installed
for Phase One, but several factors combined to stall the development which
to date has just a few new buildings including the new Tehachapi U.S. Post
Office, an ARCO am/pm gas station and mini-mart, and a Denny's Restaurant.

The real estate market in general "went soft" after Phase One subdivision
and the city made a mistake that was discovered too late to correct in their
red tape process, where the "Mello-Roos" bond payments were structured
incorrectly in 1989 by an expert subcontracted by the City of Tehachapi
whose fees were paid by the landowners and who made a gross mathematical
error discovered by the landowners, a mistake which the city was unable or
unwilling to correct and instead insisted must be perpetuated even after the
bonds were later refinanced. Therefore, the bond payments are much higher
(~200%) than they should be. This situation has made it harder to interest
companies to build on Phase One lands which are heading for foreclosure
procedings initiated by the City in near future to be sold off parcel by
parcel unless quickly an understanding investor comes forward to make a deal
with the owners of Capital Hills to refinance these bonds, pay back taxes,
and get Phase One back on proper economic track. As a matter of information
over $7 million was spent on improvements on Phase One that was MAI
appraised at up to $30 million with only about $4 million total debt at this
time.

The owners of Capital Hills have offered to donate land for a new energy
technology development center as the new centerpiece to revive the vision of
the Capital Hills Technopolis. This land is just outside the Phase One area.
They have also offered to donate some of the allocated parkland to be
dedicated as a Global Peace Park and Center. The suggested location for this
is on the eastern edge of the phase one property but just outside the
boundary of the area impacted by pending foreclosure procedings. This site
is ready to go and an interim peace and new energy research facility can be
located there very quickly by placing for up to six months a non-permanent
structure (but fully wired and plumbed to the street underground utilities)
while plans are being made for permanent construction of appropriate
facilities.
