Dear Mayor Gonzales:
Congratulations on your insightful initiative to convene the March 16, 2001
regional summit in San Jose to develop practical strategies to achieve a
more reliable energy system and greater energy self-sufficiency for our
entire region. Your leadership in this regard will certainly have global
implications because, as you said in the summit press release at

the world for our creativity, new technology and innovative partnerships to
solve complex challenges."
Also, thank you again for your January 15, 2000, letter of commendation for
our Global Peace Walk 2000 which was delivered to the United Nations last
year at the end of that walk from San Francisco as part of the compilation
of such letters and proclamations from many other mayors including
San Francicso, Berkeley and Oakland, along with messages containing
information on the advancing development of the so-called "New-Energy
Technologies" genre to replace nuclear and fossil fuel power as
discussed/updated below. This summit amplifies your letter's message that
"...a city that celebrates its sense of community along with its diversity
holds promise for peace both locally and globally."

Please accept this document's valuable information for evaluation by your
"Energy Summit" participants interested in New-Energy Technologies at the
forefront of science that promise near-term and long-term solutions to
problems associated with our current "energy industry crisis" and related
global peace issues.
For this purpose it is most fortunate that a number of prominent figures in
this "New-Energy Revolution" either reside in or are associated with
institutions in your area -- such as retired leading IBM systems engineer
Dr. Fred B. Wood, Sr., of San Jose, and Dr. Hal Puthoff, formerly of
Stanford Research Institute, who is referenced by the US Department of
Energy for his research on "zero-point energy" as an alternative energy
resource in a 1998 DOE letter which called this "the Holy grail of energy
research". (more details and references to some of these technologies
are in archived public comment submissions last year on DOE's Strategic Plan

Dr. Wood's associate, electronics engineer Dean House, will be in attendance
at your summit meeting and available first-hand with information on a number
of related new-energy technologies such as a combination
water-purification/electric-power-plant that, instead of any fuel, uses a
proven new process (possibly tapping the zero-point energy) uniquely
combining ultra-centrifuge and "sonic-floculation" technologies -- a "Water
& Power Plant" which will produce, from waste effluent or sea water, six
million gallons per day of pure water and 45 megawatts of electricity (ideal
for approximate population of 50,000) and whose construction costs are
estimated at $180 million.
I suggest that the energy summit establish an ongoing committee to evaluate
these forefront technologies both for applications in Bay area energy
production and for involvement of Bay area industry in the profit potential
of their development.
Dr. Hal Puthoff has been conducting serious scientific research at the
frontiers of knowledge for over a quarter of a century. A new article at

is investigating Zero Point Energy, a possibly limitless, pollution-free
energy source that could just change our lives on earth...," where he is
quoted saying,
"Physicists universally recognize that so-called empty space, even the
vacuum of outer space, is not truly empty, but is the seat of energetic
field processes, sort of the electromagnetic equivalent of froth at the base
of a waterfall. (The term "zero-point" simply means that if the universe
were cooled down to absolute zero where all thermal agitation effects would
be frozen out, this energy would still remain.) What is not as well known,
however, even among practicing physicists, are all the implications that
derive from this known aspect of quantum physics. However, there are a group
of physicists - - myself and colleagues at several research labs and
universities - - who are examining the details. We ask such questions as
whether it might be possible to "mine" this reservoir of energy for use as
an alternative energy source"
"I had an opportunity to brief the Presidents and Research Directors of
several of the major oil companies on the potential promise of zero-point
energy as an alternative energy resource. Contrary to the "urban myth," they
said they would welcome such a breakthrough because the use of fossil fuels
for cars and heating [and electricity production - dcw] had a very low
profit margin as compared to its use for manufacturing plastics,
pharmaceuticals, etc. They likened it to heating your house by burning
Picassos and van Goghs."
While Puthoff and his colleagues like San Francisco theoretical physicist
Dr. Jack Sarfatti are investigating the theoretical physics "hows and whys
they might work" of various reportedly successful experimental new-energy
technologies backed by people like the former CEO of a Silicon Valley
company who last year established the International Space Sciences
Organization (Joe Firmage http://www.isso.org), many such demonstrated
technologies which may or may not fit the zero-point energy model are
reportedly now in or ready for commercial application.
Jeane Manning's recent landmark book about some of these inventors, "The
Coming Energy Revolution" from Avery Publishers, contains a US secrecy order
obtained under the Freedom of Information Act which she claims is the
authority for prior government suppression of many of these technologies
which have "dual-use" for military and civilian applications. The foreword
to this book was written by Dr. Brian O'Leary, a former NASA
scientist/astronaut and physics teacher who was a science and energy policy
advisor and speechwriter to four US presidential candidates and who strongly
feels that we need a global-scale open information exchange "New Apollo
Project" type crash-program to quickly implement recent decades' R&D on
these new-energy technologies as soon as possible.
What better place for such a project to germinate than in Silicon Valley?
By many knowledgeable accounts some of these technologies are presently
ready for commercial development and some may already be in production
"camoflaged" to avoid "dual-use" restrictions.
One of the more enigmatic new-energy inventors who has been fighting for
decades to overcome this situation and get a US Patent, Joseph Newman,

accumulated over the years about his energy machine and radical theory that
led him to develop it. Livid at the prospect that without such patent other
inventors have used knowledge he has published to develop other related
devices, Newman issued a recent complaint along these lines against the
Honda company claiming the reason that its new "Insight" model hybrid
gasoline-electric car boasts an increased gas mileage from 32/40-mpg
(city/highway) to 60/62-mpg is because of such new-energy technology in the
electric power component.
Similarly, Newman is wary of possible infringement on his work by two
Australians whose fuel-less electric generator is featured in a March 8,

Magnetic-Electric Device Can Power Home From Near Free Energy Source"
claiming, "The device is more than 500 per cent efficient [i.e., Coefficient
of Production (COP)=5 --dcw], compared to a car which is less than
40 per cent efficient and loses power through heat and friction."
Due to similar concerns, another engineer, retired US Army Lt. Col. Thomas
Bearden, had the recent technical paper about his (tested COP=5, expected to
increase to COP=30) solid-state electromagnetic device (which he claims
extracts electricity from the zero-point energy field) taken off of his
website and an official DOE website where it had been posted for a few
weeks. Both Bearden and Dr. Wood feel that the key to understanding how
these technologies work is in an overlooked deeper understanding of the
original (quaternion) form of Maxwell's equations of electromagnetism --
knowledge they feel that was possessed by Nikola Tesla and applied over a
century ago to his legendary work in this field that has yet to see
commercial use.
Experts such as Hal Fox of the Institute for New Energy in Salt Lake City

technologies is the system developed by Dr. Randell Mills of Blacklight
Power http://www.blacklightpower.com which reportedly obtained $32 million
private financing for its development in the last year and is preparing for
an IPO. Fox himself has presented twice to the American Nuclear Society of
physicists on his work on Low Energy Nuclear Reactions and Transmutations
(LENR & LENT) which are the basis for the so-called "cold-fusion"
technologies quietly under development since the 1989 Pons-Fleishmann
announcement of the first observation of this effect was made in Utah and
later vigorously "debunked by the establishment" (as was the Wright
Brothers' invention of the airplane for several years after they flew it!).
Since then many scientists have produced positive results (some feel based
on extraction of energy from the zero-point field as heat) compiled and
documented by former MIT science writer Dr. Eugene Mallove, editor of the
Infinite Energy Magazine sponsored by author Arthur C. Clarke

In 1996 and 1997 two editions of ABC TV's Good Morning America program
featured inventor Dr. James Patterson demonstrating his "Patterson Power
Cell" which he was able to get patented apparently by omitting reference to
its relation to the "cold fusion" debate. This device was shown to not only
produce heat far in excess of the small electric current used to energize
the cell, but also on national television it demonstrated the "flip-side" of
LENR -- which is called Low Energy Nuclear Transmutation (LENT) -- whereby
the radioactivity of uranium was reduced by over one-half in less than a
two-hour period. Fox has developed a LENT process for this purpose
(neutralizing radioactive wastes) which he feels is superior and he is now
seeking development funding.
In India over the past two decades the former chief engineer of India's
largest nuclear power plant, Paramahamsa Tewari, with the collaboration of
the late expatriate American experimental physicist and new-energy pioneer

theoretical physicist John A. Wheeler, has developed a new-energy "Space
Power Generator" that reportedly has a COP=5. Tewari is hosting an
international conference on these new-energy technologies, inviting
scientists from around the world to India this November, which some energy

The above is a brief summary of information on a few of the hundreds of
scientists and inventors now applying their talents to this new power genre.
My hope here is to stimulate sufficient interest and public exposure of this
information, and details at url's above, to help bring this antidote to our
energy crisis to rapid fruition locally and globally.
