The following letters were submitted and faxed as handwritten one-page
letters in the last few days, due to limitations I had conducting 3-day
vigil in Santa Barbara for the purpose of directly lobbying the SB mayor's
office with with I have a long relationship working with the mayors
involving them a little bit in various peace projects. These are not public

info letters but important reference for our project networkers because of
the individual differences and special points brought up to each mayor.

I do not really know who if any of the mayors approached will actually offer

and fax their letter of support to Governor Davis and I respect them still
if they decline to do so on this matter since I have no idea of their
protocol requirements, etc. This is just a "proceding on the record" kind
of approach.

Dear Mayor Miller --

Since you so knidly offered your June 2, 1997, City of Santa Barbara
Proclamation in support of the Global Peace Walk, on the occasioin of our
new energy science briefing at UCSB for the science advisor to His Holiness

Dalai Lama, I have organized a subsequent Global Crisis Solutions Conference

at UC Berkeley March 1, 1999, again convened by my colleague Dr. Fred Wood
and then featureing briefing co-convenor Dr. Brian O'Leary.

Still the message is not getting out to the general public or key
governmental and industrial leaders -- about the new energy technology
alternatives to nuclear and fossil fuel power.

I need your help to convince Governor Davis to make a "big deal" out of this

Energy Crisis Solutions Summit that I am offereingt to conduct in Sacramento

July 29-30.

Aslo to get the local media to cover this story.

The above letter was hand delivered with accompanying documentation
including the July 10th 19pp "data pack" and governor letter attachments,
etc., to the mayor's office longtime head secretary I have worked with, on
July 11th. On July 12th when I walked back to their office I delivered the

following suggestions for the mayor to consider in deciding if she will
offer such intro/support letter and what it might cover. This transcribed
notepage is not for public distribution and her letter if any may be quite
different, but this is posted here for background on a bit of my history
with SB mayor's office.

Draft Ideas for Fax Letter to Gov. Davis

1) The Governor doesn't know me or my work at all. I am appealing to
Mayor Miller to issue asap the first of these mayoral faxes to the Governor

because I have had the closest and longest working relationship of all of
them with the Santa Barbara Mayor's Office [since the 1980's, at least,
when I organized the 1988? cermeony with UCSB Chancellor where Mayor Lodge
and Yalta Mayor lit the Eternal Flame at UCSB as the "American-Soviet
Friendship Flame," and a meeting with Rev. Yoshida and Mayor Lodge about a
Peace Pagoda for Santa Barbara. Now I even remember a ~1980 letter exchange

I had with Mayor Lodge about Bruce DePalma, SB new energy tech inventor]

So perhaps a bit of "letter of intro" elements?


2) SB has a strong role in recent history of this new energy tech, since
the
July 1979 successful tests of the n-Machine there by Bruce DePalma (only
such device mentioned in the 1998 US DOE Comprehensive National Energy
Strategy (CNES), the many many events I have done in SB to promote this
including meetings in the 1980's-90's with UCSB physics authorities -- and
the June '97 briefing at UCSB.

This means Mayor Miller's letter is important for Gov. Davis and other 5
mayors to see for background.

Dear Mayor Gonzales --

Since I submitted my new energy technologies briefing to you for your energy

summit meeting last March in San Jose, we have been working with a memeber
of
what the San Jose Mercury News called "San Jose's leading industrial
family," -[his first name mentioned at this point in my note to Mayor
Gonzales, but redacted here for purposes of this email]- with whom I believe

you are acquainted.

I understand from him that his family has decided to become involved
seriously in the energy industry (someone else told me they have recently
purchased a number of available power plant sites in your area) and that
they have been keenly investigating a number of my new-energy technologies
suggestions with mixed results so far, in finding the optimum new energy
technology to apply in power plant(s) in your area.

Partly for this reason I am organizing my third conference/briefing/summit
covering the latest info in this area, this time as a briefing for Governor

Davis, California mayoral representatives, industry leaders, media, etc.,
July 29-30 in Sacramento convened by Dr. Wood of San Jose and Dr. Brian
O'Leary who will be the keynote speaker at a five-day conference in
Sacramento discussing and displaying some of these technologies.

Please fax your letter of support to Gov. Davis encouraging him to make the

most of this briefing for him.

Your several San Francisco proclamations and letters of support in recent
years for the Global Peace Walk project have been very valuable for
inspiring its mission to bring out important information to help realize
"Global Peace Now!"

One of these important messages included in our collation delivered last
year
in Washington DC and to the UN is regarding a new genre of energy
technologies of such potential to actually replace nuclear and fossil fuel
power in the future -- perhaps fairly quickly after some details are better

understood by the public.

The mayor of San Jose recently convened an energy summit there and received

my accompanying report/summary on this "new-energy genre" with references.

Now I am organizing another such summit/briefing for Governor Davis in
Sacramento, 7/29-30 featuring Dr. Brian O'Leary and Dr. Wood, but since Gov.

Davis does not know us or our work on behalf of the Global Peace Walk -- I
am hoping you will agree to send your representative to the Sacramento
Energy Solutions Summit and as soon as possible fax Gov. Davis encouraging
him to make a "big deal" out of the program we are offereing him so that the

media and general public learn more about these now available energy
alternatives.

Arrangements for this energy summit will be moving quickly (CA Energy
Commission PR office is helping with Capitol meeting room) and I expect by
my "drop by" visit to your office July 27, Friday morning early, that the
story will be quite newsworthy locally and nationally.

Berkeley at the Cal Alumni House.

Your help now, in the form of your letter (asap) faxed to Governor Davis,
could be most valuable in getting his informed cooperation and participation

in our July 29-30 Energy Solutions Summit that we are next conducting in
Sacramento, again convened by two prominent UC Berkeley Ph.D.'s (Drs.
O'Leary & Wood), as a briefing for the Governor, California mayoral

My son Micah graduated from UC Berkeley this past semester and so we are
well aware of its "UC Flagship" image. I'm sure that if Gov. Davis knew how

Thank you again for issuing your Mayoral Proclamation of Feb. 26, 1999 in
support of the Global Peace Walk Project, and for your meting with Rev.
Yamato and me in late 1994 when we shared the beginning vision of this
project intitiatied wtih our 1995 walk from the UN in New York City to San
Francisco for the UN 50th anniversary events. And congratulations on all
you have accomplished since then as Mayor of Oakland.

Please help us again now, by faxing soon your letter to Governor Davis, to
bring out to the public one of the walk's messages regarding the "new energy

genre" of power technologies that experts believe can actually replace
nuclear and fossil fuel power. I understand that you hosted a briefing on
this "new energy genre" by Dr. Brian O'Leary there at your community in
Oakland a few years ago. Brian has finished a new book and the last two
years' advances in this new energy tech warrant a close examination by the
California Governor, and the media/public, in careful consideration of
solutions to our "energy crisis."

My report enclosed, to the Mayor of San Jose for his recent energy summit,
is
a brief summary of the present status enhanced by last few months intense
work with a member of the "leading industrial family in San Jose" (SJ
Mercury News) who says he has $ billions lined up to implement these new
technologies when we overcome Federal Secrecy Orders.
