Perhaps one of the most important little-known acts of the Reagan-Bush
administration was the US assent to the December 5, 1988, UN Resolution
designating Climate Stabilization as a Human Right. Perhaps one of the most
under-appreciated environmental messages of former President GHW Bush was
his expansion of the term "global warming" to "climate change".

This fax cover letter is to urge you to carefully consider the accompanying
pages emailed to President Bush yesterday which include Alden Bryant's
request to the Earth Summit now underway in South Africa urging their
support of a United Nations resolution to establish an effective "Climate
Stabilization Program," a fifteen year program with specific physical
targets such as carbon dioxide emission/recapture "budgets" undertaken by
each nation.

I understand that in your role in the previous Bush Administration in early
1990 you had an information exchange with Mr. Bryant which resulted in
President Bush's use of the term "climate change" in his speech rather that
the less accurate and apparently misleading term "global warming". I
understand that Mr. Bryant sent you his detailed background information with
a letter in May of this year regarding Robert Lantz.

I add here my urging for our current President Bush to bring to public
attention, perhaps in context of his remarks about this UN World Summit on
Sustainable Development, the term and need for "climate stabilization". The
reasoning is adequately summarized in the accompanying pages of my
compilation "Climate Treaty initiator's request to UN Earth Summit --
organizer: Summit as revolution and last opportunity for humanity?" which is

including the serious call for effective global emergency action in the May
14, 2002, appeal from one of the UN "Earth Summit" organizers, Dr. Rashmi

a very important but little-known agricultural remedy and accelerant
repeatedly mentioned to me by Mr. Bryant, ie, "soil re-mineralization".

I am concerned about the potential implications of parts of Mr. Bryant's
enclosed message which point the finger of responsiblity, "The most powerful
members of the international oil industry are fully responsible for
achieving their goal of stopping a full Climate Stabilization movement --
and thereby causing the human loss from floods, fires, massive storms, heat,
drought and the resulting deterioration of economic and health conditions
since before 1980."

In light of the present situation portending expansion of our current war on
terrorism and its perceived connections "behind the scenes" to securing
access to foreign oil sources, given the Bush Administration's connections
to the oil industry, I also urge your particular attention to my footnote #
[1] in accompanying document as it relates to the need for US Presidential
leadership and involvement by the major oil industry companies for the
environmentally mandated rapid implementation of the various so-called
"new-energy" technologies which promise energy independence from foreign oil
sources as superior alternatives to nuclear and fossil fuel power,
alternatives at hand subject to development funding and a viable "smooth
transition plan" for their implementation while invigorating instead of
upsetting the US and global economies.

Now seems like an ideal time for a presidential determination calling for a
global-scale environmental/economic emergency level "crash program," perhaps
somewhat analogous to the Manhattan Project or the Apollo Project, to
rapidly implement these new-energy technologies which I understand are under
investigation over the last few years by DOE under supervision of David
Hamilton since the DOE response letter to our public input in 1998 termed
their potential as "...the holy Grail of energy research".

That letter among some public comments submitted to DOE for its 1998
Comprehensive National Energy Strategy are posted at

implementation of such new-energy technologies have been delayed because of
national security considerations and Federal "dual-use" secrecy

The Peoples Republic of China this time, sharing results of the past
twelve years of quiet successful research on the so-called "cold fusion"

conference of the Institute for New Energy in Salt Lake City, Utah, where

new-energy arena and was recently issued a US Patent for his solid state

One of the major obstacles is integrating the various seemingly conflicting
theoretical approaches to exactly how the myriad and various different
successfully tested new-energy technologies actually work. There is not
even full agreement on this among those referenced above. To say the least,
this is an area of important scientific research that is critically

Because I have been independently predicting the advent of these new-energy
technologies since 1976 consequent to my "Tetron Thesis" equations developed
1974-77 after earning a BS degree with honors in Chemistry in 1969 from
California State University at Northridge, I feel that my work will help
reconcile current theoretical physics approaches to this new-energy tech
genre -- as well as help to reconcile the seemingly conflicting religious
beliefs such as apparently at the root of our present war on terrorism --
under auspices of my "chemical physics of consciousness theory" which
defines the "human mind's consciousness orientation function of light" as an

I have a request to you who are attending The World Summit on Sustainable
Development.

FIFTEEN YEAR PHYSICAL PROGRAM

Call for the General Assembly of the United Nations to pass a resolution
establishing a FIFTEEN YEAR PHYSICAL PROGRAM for CLIMATE STABILIZATION.
Each member country will have a target of new forest planting, balance with
grass lands, agriculture, and urban life. Each country will have a target
of eliminating carbon dioxide (CO/2) emissions by utilizing new technologies
that replace oil and nuclear fuels, or catch and recycle the emissions, to
avoid health and climate destruction. The goal is CLIMATE STABILIZATION, to
bring down atmospheric carbon dioxide from the current 370 parts per
million (ppm) -- or more -- to the 280 ppm around early 1900's. This is a
goal.


A TOUCH OF EARTH'S HISTORY

We are referring to a history of our Earth showing 25 or more glacial
cycles, with more recent ones lasting 70,000 to 120,000 years. The recent
inter-glacial cycles have lasted around 10,000 years. We are at the end of
this present cycle. The early phase of going into glacial conditions
includes acceleration of heat from the equatorial region and freezing coming
down from the polar regions (Greenland and the Antarctic). For 20 or more
years we have been experiencing the destruction from hurricanes, tornadoes,
storms, floods, forest fires, heat spells, freezing spells.

Dr. Irving Kaplan, a Navy scientist, back in 1983-84 described action by a
few leading members of the Oil Investors Association putting forward
"warming" from CO/2 increase, then blocking discussion of the full
warming/cooling process, thus forcing the world into the deeper glaciation
conditions. Today's floods!

The most powerful members of the international oil industry are fully
responsible for achieveing their goal of stopping a full Climate
Stabilization movement -- and therby causing the human loss from floods,
fires, massive storms, heat, drought and the resulting deterioration of
economic and health conditions since before 1980.


THE FUTURE LIES IN COOPERATION

Establishing PHYSICAL TARGETS OVER A FIFTEEN YEAR PERIOD. I was the main
organizer of the December 9, 1988, conference in the United Nations, from
which Ambassador Alexander Borg-Olivier, the United Nations sponsor of the
conference, submitted the two resolutions to the General Assembly which
brought about the Rio Summit and the Climate Treaty in June of 1992.
PHYSICAL TARGETS can bring all peoples together around a commnon sharing of

information, special personnel, labor, technology, finances, resources,
equipment, and spiritual understanding.

Most military funds should be transferred to Climate Stabilization,
protection of the upper ozone layer, and the cleanup of toxic dumps, plus
replacing of all toxic products now in use. This can only occur on the
basis of full employment and full social support of water, food, housing,
health, education. .....Otherwise the improvements in our daily lives, in
environment and labor conditions, will soon disappear, along with us, as
we are victimized by accelerating catastrophic extremes. Remember the
warnings of Rashmi Mayur of India, Pedro Sanchez of Berkeley, California
USA, and innumerable others. A Climate Stablization program is the
essential foundation for survival.


BACKGROUND UNITED NATIONS CLIMATE STABILIZATION TREATY

This REQUEST is from a "grandfather" of the climate treaty: on December 9,
1988, there was an all-day meeting at the United Nations building in New
York, for which I had chosen the main speakers and anchored the program.
Alexander Borg-Olivier, Ambassador to the UN from Malta, co-sponsor of the
conference, a few months later put in the two resolutions to the UN General
Assembly resulting in the June 1992 UN Summit at Rio, and the passing of
the Climate Treaty.

Dr. Harry Lerner, President of the Communications Coordinating Committee for
the United Nations, handled the arrangements with the UN, to hold the
meeting in the Dag Hammarskjold auditorium. Essential to the program were
Ann Fagan Ginger and Jim Wood (the composer of the music for the UN
Declaration of Human Rights, passed on Dec. 10, 1948). The UN Chorus
performed Jim's music, the Human Rights Cantada, during the noon hour on
12-9-88.

Professor Ann Fagan Ginger was the one who had encouraged me to attend the
June, 1988, International Conference of the World Federation of Scientific
Workers, in the World Trade Center, N.Y.C. Following this conference I
sent a climate stabilization document to every Mission of the United
Nations.

The Borg-Olivier resolution, that Climate Stabilization is a human right and
a human goal, was submitted in September, to the General Assembly, and
passed without dissent on Monday December 5, 1988. The Climate
Stabilization program, Dag Hammarskjold Auditorium, was an all day affair on
Friday December 9, 1988.

On June 14, 2002, we will have completed one decade since the first Earth
Summit in Rio de Janeiro, Brazil, where 150 governments and 30,000 people
from around the world committed themselves to implement Aganda 21, a
comprehensive guideline for a sustainable future. By all accounts, the
environmental and developmental situation worldwide, as assessed by large
number of scientific and devlopmental organizations, is perilous and grim.
As the Union of Concerned Scientists, with a membership of nearly 1,500
leading scientists of the world, warned the Heads of the States that if
humans fail to protect the earth's major biological systems, our surival
will end within a forseeable future. Innumerable crises plague the
humanity and the earth -- almost irreversible climate change, a billion
hungry people, 80 million more humans added each year, 60,000
children reduced to ashes because of malnutrition and preventable
diseases, one out of four humans living as the refugees of the earth,
mounting nuclear waste, $800 billion spent annually on military, arms
and armaments, disappearance of half a million species of birds,
animals and plants since 1992, and much more.

Now, we go to Johannesburg, South Aftrica, for another attempt to save the
endangered planet and our survival for the future. What is our agenda?
What are our priorities? Who will do what? What happened to Gro
Brundtland's Agenda for Change, which she announced in 'Our Common Future'
in 1987? Is it possible to have development without destruction? Our
questions are, development, for whom? At what cost? And what kind of
development? It is pretty clear that last 300 years of the industrial
civilization have been responsible for the major devastations and human
ills. We simply cannot continue with the present path. It is deady.
Meantime, the march towards doomsday continues mindlessly.

The Summit in Johannesburg is an opportunity fo the whole humanity,
probably the last one. It is an opportunity for people, governments,
scientists, leaders, you and I, to unite and work together with a determined
purpose of building a new civilization based on the values of
conservation, simplicity, unity and peace. We simpley cannot allow a few
people and corporations to take us to ultimate demise. We value life
everywhere, in all its forms. We don't need any more promises and
deceptions. We all want to live. Johannesburg is our msission, our
revolution, and our challenge to the false civilization imposed on
humanity. We want a civlization of hope for our children. Let us all march
so that one day we shall have rendezvous with our dreams when the sunrise
will bring hope for evolution to continue forever.

[News] Nobel scientists unite in appeal to protect world

One hundred scientists, including 30 Nobel laureates, appealed on Sunday to
leaders at the UN World Summit on Sustainable Development starting on Monday
to protect the planet to avoid a catastrophe.

"Today, human society is facing consequences of its own making which are
threatening its further development and the natural resources on which
mankind's existence is based.

"Such disorderly development may tomorrow become catastrophic," the
scientists said in a direct appeal to those with economic and political
power.

The refusal of world leaders to deal with the climate crisis was condemned
as "suicidal" by Louis Albou, secretary general of the Paris-based World
Institute of Scientists (WIS) which launched the appeal.

Indian scientist and anti-globalisation activist Vandana Shiva told
journalists: "This appeal will be distributed at every forum, every
platform."

"Under globalisation this is the first step to get the voice of independent
scientists heard," she said, adding that some scientists and big
corporations had colluded to hijack their voice and it was time for
respected scientists to warn about the dangers confronting the world.

The scientists urged leaders to respect human dignity and diversity,
preserve genetic diversity, direct advances in technology to improve the
quality of human life, protect the biosphere from pollution and tackle
climate change, reduce the consumption of water and fossil fuels, tackle
global inequities and encourage control of demographic growth.

"Only collectively organised responsibilities can form the basis of
effective legislation, which must include obligations, prohibitions and
sanctions," they said.

Among the eminent scientists backing the appeal were Max Ferdinand Perutz of
Austria, who won the Nobel prize for chemistry in 1962, American Charles
Hard Townes (chemistry, 1964) and Jean Dausset of France (medicine, 1980).

1988 Prediction of Phytoplankton Destruction from Solar Irradiation due to
Ozone Layer Depletion Coming True?

Nowhere in the current media articles about upper ozone layer depletion have
I seen reference to the 1988 prediction by climatologist Adam Trombly
regarding the potential by 2008 of complete destruction of the oceanic
phytoplankton (the beginning of the oceanic foodchain and producer of
over half of Earth's oxygen supply) by increased solar irradiation due to
depletion of Earth's protective ozone layer -- and his most important
pointing of the finger of causation not just at chemical pollutions but more
at the underlying reduction of the atmospheric oxygen, from which ozone
is produced by the sun, by the combustion of fossil fuels. If atmospheric
carbon dioxide has increased by 30% since 1900, there has to have
been a corresponding stoiciometric decrease in the atmospheric
oxygen required for protective ozone layer production and for optimum

Antarctic Ozone Hole to Expand in Coming Weeks

GENEVA (Reuters) - The annual depletion of the earth's protective
ozone layer has begun over Antarctica and the hole is set to expand
in coming weeks, the World Meteorological Organization said on Friday.

In its latest bulletin, the WMO said the size of the ozone hole over
the Antarctic was "normal for this time of year."

The depletion began as delegates prepared to discuss environmental
issues in Johannesburg next week at the Earth Summit, officially the
United Nations' World Summit on Sustainable Development.

The ozone layer protects people from harmful radiation and many
scientists blame its depletion on chemicals such as
chloroflurocarbons (CFCs) and some crop fumigants.

The Geneva-based United Nations agency said a second region of very
low ozone levels had appeared near the southern tip of South America
and spread north over much of Argentina.

"As expected, the annually occurring ozone hole is again forming over
Antarctica. The ozone hole is still small, but will expand and deepen
during the next four to six weeks," WMO said.

"The low ozone observed over Argentina may not be entirely due to the
ozone hole but have a meteorological component, although the
progression of the low ozone region from the Antarctic perimeter
northward suggests ozone loss has contributed," it added.

WMO said earlier this month that as the sun rises over Antarctica,
chemical ozone loss could be expected to occur with an intensity
linked to weather conditions in the stratosphere, particularly in
September and October. Weather conditions would strongly influence
the extent and persistence of the ozone hole.

On Friday, WMO said measurements of ozone over the Argentine capital
of Buenos Aires were up to 20 per cent lower than the "pre-ozone hole
norms" based on readings from 1964 to 1976.

Satellite measurements indicated that ozone values over the British
island of South Georgia in the southern Atlantic Ocean were 35 per
cent below the readings from that period, it added.

One of the most useful plants throughout human history is also one of the
most prolific and economically viable crops useful as a "carbon sink" for
reducing atmospheric carbon dioxide, the hemp plant which was made illegal
in 1937 by outlawing it as marijuana in a fraud on the Congress by then Drug
Czar Anslinger who did not tell Congress that "marijuana" is another name
for the hemp plant and for the cannabis plant utilized in most medicines in
the US Pharmacopea at the time. Anslinger actually lied to Congress during
closed door hearing preceding its passage of this law when he falsely told
Congress that the American Medical Association was in favor of outlawing
marijuana when the AMA told him they were against outlawing cannabis by
calling it marijuana. Those in government who do not know the truth of this
situation, along with the American Public, are victims of this fraud still
today 65 years later. Those who know and do not change the law are
co-perpetrators of this fraud by which hemp is still outlawed by maligning

Thanks for including Alden Bryant's message in this valuable communication.
Alden is an old friend and coworker who got involved in the climate and
Earth Regeneration work after reading THE SURVIVAL OF CIVILIZATION by John
