Several months ago, I proposed a new STV recipe that converges on the
Hare threshold (while still using the Droop threshold) with minimal
slicing of ballots and no fractions. The result is a clearer
definition of constituencies, a stronger claim to proportionality,
and an accurate measure of unsatisfied voters. It is easy to audit,
and easy to add or subtract a vote after the main count. The

I have completed a software implementation of this, and incorporated
it into my DemoChoice website. I have renamed it "Instant Runoff and
Self-Apportionment" to emphasize that it is a replacement for
existing procedures (runoff elections and single-member districts).

your own test polls, and download the source code.
Feedback would be appreciated. I have made a few minor changes to
