In section 5.2.1, in the second paragraph it states:

"Grouping constructs, when used in conjunction with the 'desc'
and 'title' elements, provide information about document structure
and semantics. Documents that are rich in structure may be rendered
graphically, as speech, or as braille, and thus promote
accessibility."
In the example for this section only the 'desc' element is used. I
think in the intrest of accessiblity ( which the whole paragraph is
deticatied to), the example would show the use of 'desc' and 'title'.
I understand that both 'desc' and 'title' are optional. But... the
SVG specification can help promote accessiblility even more by
showing a complete example of what the paragraph is explaining to
individuals who wish to use SVG. I think is could help everyone in
the long run :-)
