Would you be willing to put up a web app that would ask "what time does your
watch say", "what time do you go to bed", "what time to you get up", and
then return a complete <skipHours> element? Even though I'm barefoot, with a
full complement of fingers and toes to count on, I'm so confused now that
I'm not even sure what time it is.

According to skipHoursDays, <hour> is an integer from 1 to 24. According to
the Netscape 0.91 spec [2], it's an integer between 0 and 23. Neither one
mentions whether 0/1 is midnight or 1 am.

I thought that you put scripting.com to bed at 10pm Pacific, plus 8 would be
06:00 GMT, and started updating at 7am Pacific, plus 8 would be 15:00 GMT,
but your <skipHours> says to skip 4-12. For a one-based <hour> with
1=midnight, 4 would be 03:00 GMT, or 7pm PST, or with 1=1am 8pm PST, and 12
would either be 3am PST or 4am PST. Am I wrong about your schedule, or my
math, or both?

Further, the first spec in which skipHours appeared is silent on whether <hour> is 0-based or 1-based. http://my.userland.com/stories/storyReader$11...

I changed the RSS 2.0 spec, indicating that the <hour> sub-element of <skipHours> is 0-based, not 1-based. http://backend.userland.com/rssChangeNotes#111102Dw ...
