Brian's right about Window Movie Maker.

It would be your best bet for doing what you want to do. I've taken
photo's with my point'n'shoot camera, and little video's and put
them together in a "movie" type format with W.M.M.

I'm not sure I've ever heard of gimp being able to add sound to an image. I thought it was more an imaging program. I know you can make animated gif images...
