Talk to sales - do not quote an R&D person on price. But yes - TDA is a separate executable written using C# instead of Delphi (which is what Toad uses).
 
And the announcement at Open World was that certain bundles of Toad come with TDA for 100% free - review the Yahoo Quest financial news for the press release and then call sales

Toad for Data Analysis, Toad for MySQL, Toad for DB2 and Toad for SQL Server were all built from the ground up using a new technology (C# instead of Delphi) with the goal of being Unicode enabled. So the answer is yes. And since you get a free copy right now of Toad for Data Analysis with Toad - one could argue that Toad is too :)

I can answer that: as long as you have a current license for Toad for Oracle (any bundle or edition), then you are able to install and use Toad for Data...

I am looking at this now, and as soon as I connected to my first datasource, I got a warning of some inoperative components because it's an 8i database...

No, make an ODBC connection to that instance. There were significant changes to the dictionary in v9, so v8 doesn't play too nicely with the native connection....

You can also try doing a direct connection. See screenshot. Some people are using this to connect to Oracle 8i databases. ...
