It's not so simple. If you read this blog and the comments
which follow it, you'll get an idea of how f***ed-up this
whole DirectX mess is:

Chris is very busy now and as i said, we are at the present
time not able to officially offer tech support.

It seems that the only way you can hope to get Tonescape
working is to download and install every available version
of "DirectX 9.0c" from the Microsoft website. Try fishing
around here:
