Two tsh users asked me what boiled down to the same question today,
and I realised the answer was under-documented. I've therefore
added a section entitled "Players Who Miss Games" to

describing how to use the relatively recent EditScore subcommands
ON and OFF to remove players from consideration for pairings purposes.
