I'm unable to recrate the problem. Would you please send me the
.t file for division B?

Good idea. I've just posted a patch that separates out the victories
of unrated players over rated players, and has UPSETs list up to 20
rated vs. rated upsets followed by up to 5 unrated vs. rated upsets.
