This paper is one of the most famous results in lattice theory. The
main result is that for any algebraic lattice L, the authors construct
an algebra A such that the congruence lattice of A is isomorphic to L.
You can find the proof in George Gratzer's Universal Algebra book
(either edition, I believe). If you can't find the book, I can scan
the paper and email it to you, but I suggest you try to find the book
first, it is a good read, with somewhat dated notation.
I have not read the other paper, but I am sure that Reinhard Poschel
