Imagine a world without Filipinos Abdullah Al-Maghlooth | Al-Watan, almaghlooth@ alwatan.com. sa
Muhammad Al-Maghrabi became handicapped and shut down his flower and
gifts shop business in Jeddah after his Filipino workers insisted on leaving and returning home. He says: “When they left, I felt as if I had lost my arms. I was so sad that I lost my appetite.” Al-Maghrabi then flew to Manila to look for two other Filipino workers to replace the ones who had left. Previously, he had tried workers of different nationalities but they did not impress him. “There is no comparison between Filipinos and others,” he says. Whenever I see Filipinos working in the Kingdom, I wonder what our life would be without them. Saudi Arabia has the largest number of Filipino workers — 1,019,577 — outside the Philippines. In 2006 alone, the Kingdom recruited more than 223,000 workers from the Philippines and their numbers are still increasing. Filipinos not only play an important and effective role in the Kingdom, they also perform different jobs in countries across the world, including working as sailors. They are known
for their professionalism and the quality of their work. Nobody here can think of a life without Filipinos, who make up around 20 percent of the world’s seafarers. There are 1.2 million Filipino sailors. So if Filipinos decided one day to stop working or go on strike for any reason, who would transport oil, food and heavy equipment across the world? We can only imagine the disaster that would happen. What makes Filipinos unique is their ability to speak very good English and the technical training they receive in the early stages of their education. There are several specialized training institutes in the Philippines, including those specializing in engineering and road maintenance. This training background makes them highly competent in these vital areas. When speaking about the Philippines, we should not forget Filipino nurses. They are some 23 percent of the world’s total number of nurses. The Philippines is home to over 190
accredited nursing colleges and institutes, from which some 9,000 nurses graduate each year. Many of them work abroad in countries such as the US, the UK, Saudi Arabia, the United Arab Emirates, Kuwait and Singapore. Cathy Ann, a 35-year-old Filipino nurse who has been working in the Kingdom for the last five years and before that in Singapore, said she does not feel homesick abroad because “I am surrounded by my compatriots everywhere.” Ann thinks that early training allows Filipinos to excel in nursing and other vocations. She started learning this profession at the age of four as her aunt, a nurse, used to take her to hospital and ask her to watch the work. “She used to kiss me whenever I learned a new thing. At the age of 11, I could do a lot. I began doing things like measuring my grandfather’s blood pressure and giving my mother her insulin injections,” she said. This type of early education system is lacking in the Kingdom. Many
of our children reach the university stage without learning anything except boredom. The Philippines, which you can barely see on the map, is a very effective country thanks to its people. It has the ability to influence the entire world economy. We should pay respect to Filipino workers, not only by employing them but also by learning from their valuable experiences. We should learn and educate our children on how to operate and maintain ships and oil tankers, as well as planning and nursing and how to achieve perfection in our work. This is a must so that we do not become like Muhammad Al-Maghrabi who lost his interest and appetite when Filipino workers left his flower shop.We have to remember that we are very much dependent on the Filipinos around us. We could die a slow death if they chose to leave us.

The Center for Empirical Research in Economics and Behavioral Science (CEREB) is a
collaboration of researchers in economics, psychology and organizational management. The members of the CEREB combine scientific theory and empirical methods in their work in order to answer important social questions. The researchers take advantage of synergies of interdisciplinarity and cooperate with international research facilities.
Successful candidates will be able to work in an outstanding research environment. They will profit from an innovative conception of mutual team support and an intensive mentoring programme. With their research they will be integrated into cross-disciplinary research teams, and in this research-oriented environment will receive systematic preparation for either an academic or non-academic career. The research-oriented graduate training will be effectively supported by a corresponding program of study and further education. The CEREB offers an interdisciplinary
doctoral colloquium, workshops, a short lecture program, and financial support for participation in conferences.
Applicants for Scholarships must hold a Master’s or equivalent degree with top marks, or a PhD in one of the relevant core areas. Scholarships for PhD candidates are €1,000 per month and run for a period of up to 3 years. Postdoctoral scholarships are €1,500 per month and run for a period of up to 3 years. Material and travel expenditures will also be paid. In Erfurt each scholar will have a workstation at his disposal. Scholars are requested to reside in Erfurt for the duration of their scholarship. NEW YORK (CNNMoney.com) -- With all the worry over fuel prices,
you'd think drivers would do whatever they can not to waste gas. But
look around and you'll see lots of them tooling around as if they owned
their own tanker fleet. One of them might be you.
Here are six ways drivers typically waste gas on every trip:
1. Racing away from green lights
When the
light turns green, you don't have to take off as quickly as possible.
That pedal under your right foot is called the "gas pedal" for a good
reason. The more you press down on it, the more gas you're pumping into
the engine.
Press lightly on the gas pedal, and you'll still accelerate, and
you'll still get where you're going. You might be surprised at how
little pressure it takes to get your car up to speed in a reasonable
time.
2. Racing up to red lights
When
you're driving down the street, and you see a light red light or stop
sign up ahead, you should lay off the gas sooner rather than later.
There's
no point in keeping your foot on the gas until just before you reach
the intersection. Let off the pedal sooner and give your engine a rest
as you coast to the stop while braking gently. As an added benefit,
your brake pads will last longer, too.
By themselves, these
first two tips can improve your fuel economy around town by as much as
35 percent, according to tests conducted by automotive information Web
site Edmunds.com.
3. Confusing the highway with a speedway
Even
if it doesn't involve hard acceleration, speeding wastes gas. The
faster you go, the more air your vehicle has to push out of the way.
It's like moving your hand through water. The faster you try to move
your hand, the harder the water pushes back.
In tests by
Consumer Reports, driving at 75 miles per hour instead of 65 miles per
hour reduced fuel economy by between 3 and 5 miles per gallon,
depending on the vehicle.
4. Bumper-buzzing
Tailgating
is a bad move for many reasons. First of all, it's unsafe. You reduce
your ability to react if the car in front of you slows or stops. It
also means you have to pay ultra-close attention to that car which
reduces your ability to scan for other hazards ahead of you and to the
sides.
And tailgating wastes gas. Every time the driver ahead
taps his brakes, you have to slow down even more than he did. (That's
because you can't react immediately so you have to slow even more
because you're slowing down later.) Then you accelerate again to get
back up to speed and resume your bumper-buzzing routine.
Hang
back and you'll be safer - plus you'll be able to drive more smoothly
and use less fuel. A good rule of thumb is to allow two seconds of
space between your car and the one ahead. You can figure that out by
counting off two seconds after the car in front of you passes an
obvious landmark like an overpass.
5. Driving standing still
You've
probably heard that it takes more gas to restart a car than to let it
run. Maybe that used to be true, but it isn't anymore. With modern
fuel-injection engines, it takes very little extra gas to restart a car
once it's warmed up.
Idling, meanwhile, burns about a
half-mile worth of gas every minute, according to the California Energy
Commission. That's why hybrid cars shut down their gasoline engines
whenever they stop, even for a moment.
Now you don't want to
shut your engine down for every little stop in your regular, non-hybrid
car - it's not designed for that - but if you're waiting for someone to
run in and out of a convenience store, turn off the engine.
And
don't go through the drive-through at fast food restaurants. You're
already paying enough for the oil in those chicken nuggets.
Bonus
tip: Don't idle your engine to let it warm up before driving. It does
your engine no good and it wastes gas. Instead, start driving right
away, but drive gently until the engine is warm.
6. Short hops
For
really short trips, take advantage of the opportunity to get some
exercise. Try walking to the store instead of driving. You can save gas
and burn a few calories instead.
If you can't hoof it, save
up your errands. A lot of short hops that let the engine cool down at
home between trips can use twice as much gas as starting the car once
and making a big sweep to all your stops, according to the U.S.
Department of Energy.
Go to your farthest destination first
so your engine has a chance to reach its optimal operating temperature.
Then make your other stops on the way back. With the engine warmed up,
the car will restart easily and run efficiently all the way home.

Function title: PhD candidate
The aim of this research is to reformulate the mind-body problem (how do psychological phenomena relate to neurological phenomena?) as a measurement problem, by focusing on the question how we should combine physical and psychological indicators in a single measurement structure.
The research will comprise three sub-projects. In the first, different positions that have been articulated in the philosophy of mind - such as identity theory and supervenience - will be translated into different psychometric models. In the second sub-project, these models will be applied to existing datasets involving a) the relation between IQ and physical properties of the brain (e.g. brain volume), b) the relation between EEG measures of speed of processing and IQ, and c) the relation between anatomical differences in the brain and different kinds of synesthetic experience. In the third sub-project, the prospects for a reductive explanation of inter-individual differences on the basis of intra-individual processes will be evaluated according to theoretical insights taken from the philosophical literature on reduction.

Scholarships for the Graduate Program in Economics and Finance
CEMFI, Madrid (Spain)
The basic graduate offering at CEMFI consists of its Master in Economics and Finance and its PhD program in Economics. Unlike many Master programs in the US and elsewhere, ours is self-contained and offers a well respected qualification.
CEMFI grants a subset of its Master students exemptions from the tuition fee and/or scholarships for living expenses amounting up to EUR 10,000 per year. They are granted according to academic merit. Also, the Fundación Carolina, in cooperation with the Fundación BBVA, has endowed four scholarships for Latin American students of the Master. These scholarships amount to 1,200 euros per month for housing and subsistence, over 19 months, plus 2 additional months for students who participate in a Summer internship program. They also cover the Master's tuition, travel expenses and
medical insurance.
An important distinguishing feature of our Master is that it lasts for two years, the second being essential for shaping the skills of our graduates, as follows. First year: Basic graduate course work and some optional subjects. Second year: Specialized courses and research training through a Master thesis. Our ratio of students to faculty is between four and five. Thus we can devote a lot of attention to each student. The University of the Philippines (UP), the nation’s premier university, kicks off its centennial celebration today looking forward to the next 100 years, with Excellence, Service and Leadership as the key words in its vision for the future.
The UP, which started as a small institution of learning on Padre Faura Street in Manila in 1908, has grown tremendously in the last 100 years, and has become a university system with seven universities and 12 campuses all over the country. In 1911 it had only seven academic units, now it is offering 258 undergraduate and 438 graduate programs. Students come from almost all the 16 regions and all socio-economic brackets.
The UP has played a very important role in the social, economic and political development of the nation in the last 100 years. It produced seven out of 14 presidents, 12 chief justices of the Supreme Court, 30 out of 31 national scientists and 36 out of 57 national artists. Of the close to 250,000 UP alumni, 15,000 are doctors, 8,000 are lawyers and 23,000 are teachers.
The UP is a descendant of the “universitas,” the 14th century scholastic guilds in Europe. The typical university then consisted of a college of liberal arts and sciences as well as graduate and professional schools having the authority to confer degrees in various fields of study.
In the beginning, universities were concerned principally with intellectual pursuit largely for its own sake and educated a privileged few. The usual caricature of the university man was that of an absent-minded scholar who engaged in esoteric studies and seldom ventured from his ivory tower.
All that has changed, and universities are now places where one can obtain an excellent education, equip oneself with social skills for life and study and train oneself for a profession.
Eric Thomas, vice chancellor of the University of Bristol, says universities are “the search engines of our society -- they create new knowledge.” Universities have always been the marketplace for the exchange and free movement of ideas. They are also forums where students obtain a basic understanding of human rights, civic virtues and ethical values and learn their duties as citizens of a democracy.
The UP, in the 100 years ahead, will have to perform the traditional role of producing complete, “universal” persons, and that means giving them a grounding in the liberal arts, sciences and humanities. But it will also have to prepare them for the real world, and that means giving them the knowledge and training for various professions so that they can earn a living and at the same time contribute to the sum of human knowledge.
Richard Florida, professor of regional economic development at Carnegie Mellon University, said that in the new economy, “ideas and intellectual capital have replaced natural resources and mechanical innovations as the raw material of economic growth.” That is why, he said, the university has become “more critical than ever as a provider of talent, knowledge and innovation in the age of knowledge-based capitalism.”
In these knowledge-driven times, the UP will have to assume a bigger role in national life. But how can it perform its function well when it constantly suffers from lack of funds? Some people have the mistaken notion that a university can run on its own power. But like any other institution, a university has to have sufficient funds to be able to carry out its objectives.
The UP has fallen on hard times principally because of budgetary constraints. It has suffered a brain drain because talented professors have moved to other universities that pay bigger salaries. State-of the-art teaching aids and laboratory equipment are lacking because there are no funds for their acquisition. An indication of the decline of standards at UP is the fact that it barely made it to the list of the THES-QS World University Rankings of the Top 400 Universities, placing 398th.
The leadership of the UP recognizes the real problem of financing and hopes to address this by undertaking an ambitious campaign to raise P5 billion in the next five years. All UP alumni who love their alma mater will have to dig deep into their pockets to help save the university from further decline. Malacañang and Congress should also pitch in by approving more generous outlays for the State University.

October 2008. Fully funded Economic and Social Research
Council *(ESRC) studentships* are available for *Sociology* (including
Criminology, Sociology of Sport) and *Social Work* (including Community and
Youth Work), open to UK and EU students. We also invite applications for
fully funded *Durham Doctoral Fellowships* (open to students from UK and

The Graduate Program Intercultural Humanities provides students with
insights into the theories and methods used to investigate and

humanities. By studying exemplary cases of intercultural encounters,
