That's what I thought (that the conrefs, preprocessing, etc wouldn't
carry through). What kind of overrides did you need to do, and would
you be willing to share your ditaview_shell.xsl? The TOC issue isn't
a big one, as we'll be using embedded IE in a custom help viewer,
which would be able to read the .ditamaps and build a TOC from there.
But we do want to make use of the conrefs.
One of the reasons we're considering deploying the XML source files,
rather than a transformed output, is as a justification for moving
over to DITA-based authoring. We have a fair bit of existing content
to move over from our current HTML-based authoring, and if our output
is going to be HTML, there's no real justification from a
project-level to undertake the effort (as fantastic as it would be
from an authoring level). We'd also like to employ on-the-fly
filtering of our help content and TOC, and using an XML-based format
makes that much simpler.

Your ditaview_shell.xsl should import dita2xhtml.xsl & you can then do some overrides and such. But I don't think you will be all that happy with it. You won't have the advantage of the preprocess so you won't get much of what makes dita good: generated toc, conditional processing, resolved conrefs, and on and on.

One outcome would be that if you were linking from within XSL you
would have to use the execute to interpret the XPointer XPath on the
fly. ConRef and XRef are identity based. XRef is more of a link.
Conrefs seem to be used for inline inclusion. As well for HTML and FO
transformation you could resolve an XPointer based XRef to an identity
based HTML <a href at transform time.

to vendor support. Can an editor like XMetal or a CMS support it?
I'm starting to think that because there isn't a way in DTD to define
a method between docs and portions of, that it is up to the
individual and vendors to do as they please. So if a company wanted
to use XLink and XPointer as a method to be used in XRef and ConRef
then so be it, as long as their tools support it. If not then the
proverbial paddle and creek.
