Depending on what you mean with 'developed' Vanilla is still developed.
 
Many of the brave vanilla admins/users develop dynasnips on their own. Some of them are very cool and free for download:

I'm sure, there are more like that on the net, but after doing some little Rebol exercies you'll also be able to  create new Dynasnips on your own.
 
 
As I know there is no Vanilla using RDBMS, but there is a Vanilla-Clone called Cuntilla based on PHP/MySQL:
At the moment the author doesn't distribute any sources, but you may get them by contacting the author.
 
 
The latest official distribution is 0.6.2 and can be downloaded at http://vanillasite.at/space/download
 
 
So, go and improve the worldwide vanillization ;)
