You mean the blueish theme? Could you check that
http://localhost/vanilla-static/vanilla.css
brings up the CSS file?
In any case, the location of assets like that can be specified in
/Library/WebServer/CGI-Executables/vanilla.cgi.conf
under "resource-url".
