If I changed line 48 of vanilla.cgi.conf to contain the url for a registered
domain instead of the localhost (ex. vanilla-base-url:
"http://72.167.232.40/cgi-bin/"), should I be receiving a 403 error message. Can
this be resolved by restarting Apache?
