Just an update.

After struggling with Vista for 6 months, I finally gave in and
re-built my laptop using the recovery disk and reverted back to
Windows XP. My laptop has the latest Windows updates including Service
Pack 3.

Today I installed the Virtual Moon Atlas version 4.0b and I can report
that it works perfectly on Windows XP SP3 and exits with no problems.
