Apologies for this, we finally identified the conflict in the
configuration that was causing connectivity problems through the
network. The conflict arises between 2 lines in the configuration,
but is corrected by increasing the value of one of them. I posted
about that one previously: CircuitBuildTimeout In that post I
recommended increasing that value from 10 to 60 (in the
prior `Correction' post before this one), but that value turns out to
be insufficient. Further testing has indicated the best value to use
is 90, not 60.

The instructions were probably incorrect before also, the folder path
if using the Tor-Portable-Chat program is \Tor-Portable-Chat\bin\Tor,
look for the file named torrc.txt and in there the line
CircuitBuildTimeout, increase that value from 10 or 60 to 90, then
save the file (if you are using the TorChat app, the path is
\TorChat\bin\Tor).

This will increase the number of active TCP connections into the Tor
network from 4 to 5 on average, but the throughput & responsiveness
of the chat program will be very good using the 90 value and time-
outs and disconnects will diminish.

Again apologies for the dupe nature of these posts but this is a WIP
mod we are trying to make reliable. Right now there are just a few
people working in their spare time on this to help verify it all
works. If you've ever worked on something like this before, you know
what I am talking about.
