The United Nations, by virtue of a General Assembly  resolution, have
declared 2003 as the international "Year of Freshwater."  This declaration
has inspired art photographer Markus Mitterer to create a photo art calendar

in The Grand Strategy, I bring to your attention the 2nd annual
Grand River Watershed Water Forum being held at the Grand River
Conservation Authority in Cambridge on Friday, September 20, 2002.
This year, the theme for the Water Forum is "Our Water  Our Choice
Our Future".  The event will showcase:
·   the most current information about the state of water and the
emerging water issues in the Grand River watershed

·   new tools, regulations, technologies, and strategies for water

and wastewater management and cost savings
·   excellence in water management
·   new opportunities, challenges and next steps for improved
water
management in the Grand River watershed.

The program presented at the Water Forum will be of vital interest
to business and industry, water managers, politicians, government
agencies, First Nations, community groups and students. Confirmed
speakers include Hon. Elizabeth Witmer, Deputy Premier and Minister
of Education, Chief Roberta Jamieson, Six Nations of the Grand
River, Theresa McClenaghan, Counsel, Canadian Environmental Law
Association, Dr. Mary Jane Conboy, Ontario Federation of Agriculture
and Gord Miller, Environmental Commissioner of Ontario.  Moderators
include Chair Ken Seiling, Regional Municipality of Waterloo and
Mayor Karen Farbridge, City of Guelph.  Leading-edge industries and
municipalities within the Grand River watershed will present case
studies focused on challenges and opportunities around water
management.

The program starts at 8:30 a.m. and concludes at 4:15 p.m.

a major new release of its 3D volumetric Earth Science Software.

This new version marks C Tech's introduction of the Well
Decommission technology, developed at the request of the U.S.
Environmental Protection Agency. Groundwater contamination
sites worldwide are engaged in regular sampling of monitoring wells
at a typical cost of $1,500 per well, per sampling event. Many of
these wells are redundant or geostatistically insignificant and can
be decommissioned.  C Tech's new module analyses all available
groundwater data and quantifies each well's importance to the
overall site assessment. Well Decommission provides an easy to
use, quantitative and justifiable method to determine which, if any,
wells can be decommissioned.  This technology has the potential
to save millions of dollars at U.S. Superfund sites alone.

With this release, C Tech has also made significant enhancements
to its proprietary 4D Interactive Model (4DIM) Animation Player.
4DIM animations (referring to four dimensions instead of only 3)
represent a full 3D model (scene) changing in content or time (the
fourth dimension). Unlike bitmap (image) based animations, 4DIMs
contain a complete, 3D, vector-accurate model at each frame of the
animation.  Each frame of the 4DIM can be zoomed, panned and
rotated as a static 3D model or interacted with as the 4DIM
animation is played.

E-conference on scaling up community management of rural water
supplies.

BACKGROUND

It has become known as community management of water supply
systems. It has become the major approach for implementing
water supply systems in rural areas. It was an answer to the large
scale break down of water supply systems in the 1970s and
1980s. Since then it has been applied world wide in different forms
and using different methods. It can be summarized as achieving
sustainability by preparing rural communities to manage their water
supplies themselves once the implementing agency has pulled out.
It entails:
- participatory processes to create a sense of ownership for the
water supply system;
- tailoring service levels to the demand of community people;
- and building the capacities of community people to operate,
maintain and manage their systems themselves.
It puts the main responsibilities of sustainable water supply
squarely with communities.

However, after two decades of working with the concept,
community management has not resulted in 100% coverage of
water supply in rural areas. It only produced a limited number of
islands of success.  In addition, there is little or no evidence that
it
has resulted in long-term (indefinite) sustainability of water supply
systems in rural communities.

This e-conference starts from the position that communities cannot
be left with the full responsibility for managing their water supply
systems. They need support: long-term, continuous and
appropriate support to keep their systems working. What is more,
we cannot be satisfied with occasional islands of success.  We
need to at least aim for 100% coverage. Community management
needs to be scaled up.

WATER FOR DEVELOPMENT

Water for Development is the theme for World Water Day  2002;
the International Atomic Energy Agency is the coordinating UN
agency this year, see www.worldwaterday2002.iaea.org. The
currently poor and deteriorating state of water resources in many
parts of the world demand integrated water resources planning and
management. The IAEA highlights the following issues.

The impact of steady population growth on water availability is an
increasing challenge. In fact, it has been observed that while the
20th Century was about oil, the 21st Century will be about water.

Already today, with a world population of 6.1 billion, lack of water
is
a pressing problem in developing countries. As the population
continues to grow - expected to exceed 9 billion in the next 50
years - the demand for water may become acute. Signs are
already evident. In some developed countries, water returned to the
environment is often in a polluted state thus threatening its source.
In some urban centres, demand for water not only threatens to
exceed the supply, but the quality of the water itself is also a
concern. While improved technology in agriculture has increased
food production, demand for water has correspondingly increased.
Improper irrigation practices can worsen this ­situation, turning
fertile land into deserts.

These and other issues all point to the urgent need to improve
management of our water resources. Although two-thirds of the
Earth is covered in water, only a small fraction - some 2.5% - is not
salty, and much of that is locked up in icecaps and glaciers. The
challenge at the local, regional, and global level is how to protect
the Earth's limited store of freshwater, conserve its use, and
improve how it is managed. To do this, management decisions
must be based on understanding of the cycle of water.

IRC's revised WWD site

IRC launched on 21 February 2002 its revised World Water Day
www.worldwaterday.org web site, based on the successful WWD
2001 site it maintained with WHO on Water and Health. The
revised site links to the WWD 2002 site of the IAEA. It contains
links to water, sanitation and hygiene campaigns of the Water
Supply and Sanitation Collaborative Council and IRC and partners.
The site also provides an updated Water for Development advocacy
guide,  background information about previous years, a selection of
photos and links to key organizations. Visitors to the site can add
events and comments. From this site they can also go to the
events section of IAEA's WWD 2002 site. On the WWD 2001 site
more than 100 events were registered and it scored 223,868 page
views from end of January until 31 December 2001.

Poverty reduction, economic impact, improved health and reduced
drudgery for women are four of the key goals of water sanitation
and hygiene programmes. The WSSCC has launched its Water,

NEW FIELD MANUAL IRC: KEEP IT WORKING

support organisations working with communities in the key issues
related to community management of water supply. It offers
practical tools to facilitate communication and community decision-
making processes and checklists that will help field staff to
organise their work. The combination of fact sheets, tools and

FRACTURED-ROCK AQUIFERS CONFERENCE

U.S. EPA and U.S. Geological Survey Sponsor
NGWA Fractured-Rock Aquifers Conference

WESTERVILLE, OH (January 7, 2002) - Rapid population growth in
Jefferson County, Colorado, and other upland and mountainous
regions of the United States has greatly increased the use of
ground water from wells in fractured-rock aquifers. Managing land
use and ground water in these regions will be the focus of the
National Ground Water Association (NGWA) conference, Fractured-
Rock Aquifers 2002, to be held March 13-15, 2002, at the Adams
Mark Hotel in Denver, Colorado. The international conference is
funded by both the U.S. EPA and the U.S. Geological Survey, and
supported by Jefferson County Colorado, the Colorado Geological
Survey, the National Association of Counties, and the Small Flows
Clearinghouse.

Designed for elected officials, land-use planners, and ground water
scientists, the conference will foster communication and promote
the sustainable use of vulnerable natural resources. Sustaining
ground water quantity and quality is particularly challenging in
fractured-rock aquifers, because they typically have small storage
capacity and are susceptible to contamination from sources such
as individual sewage disposal systems. Increased scientific
information and understanding of processes affecting the quantity
and quality of water in these aquifers will be useful to officials
responsible for making effective land-use and water- management
decisions.

The conference also includes a March 14 town meeting, open to
the public, on "Fractured Rock Aquifers: Wells and Septic
Systems-What the Public Needs to Know." The town meeting will
take place from 7-9 p.m.

WATERSAVE- A NETWORK ON WATER CONSERVATION AND
RECYCLING
=================================================

A new network named WATERSAVE has been formed at Imperial
College, London, UK. The network is funded by EPSRC and aimed
at  bringing together interested parties from stakeholders in water
efficiency, such as universities, research organizations, regulators,
water companies and private consultants.

The inaugural meeting took place on 26 June 2001 and identified
the main areas of activity:
-- organizing six monthly workshops on water conservation and
recycling issues
-- organizing an international conference in three years time
-- preparing dedicated literature reviews on particular topics on
water recycling and conservation.

National Ground Water Association's Ground Water Expo Offers
Something for Everyone in the Ground Water Industry

WESTERVILLE, OH (August 28, 2001) - Numerous practical
workshops, an extensive technical conference, and a highly
successful exposition are among the key elements making the
National Ground Water Association's Ground Water Expo (also
known as the National Convention) the premier annual event in the
ground water industry. The 2001 Expo will be held Friday,

Tennessee.

Established in 1965, the Australian Groundwater School is

Water - Too Much Or Too Little - The Foremost Cause Of Natural
Disasters
=================================================

Almost two billion people - one-third of humanity -were affected by
natural disasters in the last decade of the 20th century. Floods and
droughts accounted for 86% of them.

Quick-onset disasters like earthquakes, volcanic eruptions and
landslides may be more dramatic and take a very high toll in
human lives. But floods and droughts - too much water or too little -
often have longer lasting and more far-reaching effects on the
health of their victims.

"The most vulnerable victims are the poor and the marginalized,
most of whom live in low-quality housing in flood-prone or drought-
prone regions," says Jamie Bartram, Coordinator of the World
Health Organization's Water, Sanitation and Health Programme. "In
periods of drought, their desperate search for water leads them to
drink contaminated water and fail to exercise personal hygiene.
And those fleeing floods often drink unclean water too.

"If the drinking water supply and the sanitation systems are already
inadequate, flooding poses a major health threat. Inundated
industrial waste, such as used engine oil and refuse dumps add to
health risks. People who have lost everything in the flood - their
homes, their food, their livelihood - are all the more vulnerable to
disease."

Floods are the second most frequent cause of natural disaster after

other phenomenon. Drought is the largest cause of death because
it often leads to famine.

"Statistical studies indicate that floods are becoming more
frequent," says Jamie Bartram. "From 66 major floods in 1990 the
number rose in 1999 to 110. The number of people who died in
floods in 1999 was more than double the number killed by floods in
any other year in the decade of the 1990s. All this is happening on
an increasingly crowded planet. And while the world's leaders
continue to debate long-term solutions, related, for example, to
climate change, what are most needed are better preparedness
and better prevention measures, especially in the Least Developed
Countries (LDCs), and more generally for the vulnerable poor."

Approximately 20 percent of the United States and 40 percent of
its area east of Tulsa is underlain by limestone or dolomite.
Groundwater flow in most of these carbonates is radically different
from flow in porous media, and flow in Tertiary-age carbonates is
different in some ways from flow in Paleozoic carbonates. The flow
in both carbonates, however, is generally faster and more sensitive
to the effects of pollutants. The consequences of leakage or a spill
can be felt miles away in less than 24 hours. Many professionals
and administrators consider the flow of water in karst terrains to be
mysterious, capricious, and unpredictable. The flow is predictable,
but no textbook adequately describes the spectrum of
environmental problems in karst terrains and offers practical,
experience-based insights into solving them. This unique course
does. It is enhanced by a full day in the field at relevant sites.

Objective

Develop a practical understanding of groundwater movement,
monitoring, and protection in carbonate rocks. Achievement of this
objective will be made more permanent by the ability of each
attendee to refer to his/her extensive notebook that is a
compendium of the world's literature.

Emphasis

Emphasis will be on the use of tracers to identify ground-water flow
paths at appropriate groundwater points. Practical methods of
tracing will be demonstrated in the field and analytical procedures
will be demonstrated in the groundwater research laboratory at
Eastern Kentucky University Geology Department. We will do three
dye injections on the field trip, will be recovering a second round
of
dye background detectors, and will also be injecting tracers into a
well, a sinkhole, and an underground stream. You will also look
into the subsurface at several caves.

Instructors

Dr. Ralph O. Ewers, Eastern Kentucky University; Tom Aley,
Ozark Underground Laboratory; and Dr. Peter Huntoon, University
of Wyoming (appearing on videotape). This faculty includes some
of America's leading karst hydrogeologic consultants and
academicians. They are distinguished speakers, with a combined
total of nearly 100 years of practical experience in the United
States and abroad. They have written more than 200 publications,
which are widely cited in textbooks and regulatory documents.

Best Practices and Local Leadership Programme
=================================================

The Best Practices and Local Leadership Programme (BLP) is a
global network of training and leadership development organisations
dedicated to improving living conditions of people. It does so by
identifying, analysing and disseminating lessons learned from
actions that have made a lasting contribution to quality of life and
the sustainability of our cities and communities.

The Dubai International Award for Best Practices:

With the generous support of the Municipality of Dubai, U.A.E., the
BLP is able to raise awareness of some of the most pressing
social, economic and environmental challenges of an urbanizing
world. The Award also calls attention to the potential solutions to
these same challenges. Every two years, 10 Best Practices are
recognized and awarded with a US$ 30,000 prize, a trophy and a
commemorative certificate. The next Dubai International Award will
be presented in the year 2002.

Sharing Lessons Learned from Best Practices:

The Dubai International Award plays a crucial incentive role in the
identification of Best Practices from around the world. From the
1996, 1998 and 2000 Awards, over 1150 Good and Best Practices
from 125 countries have been compiled on the Habitat Best
Practices database.  The 2001 edition of this database, including
the 2000 Dubai International Award recipients, is currently available
on the Internet at: http://www.bestpractices.org

To access the records on the database, please go to: "Database

Through its global network of partners, Best Practices are analyzed
with a view to extracting lessons that others can learn from and
incorporate into their own work. From this material, the BLP and its
partners produce casebooks, engage in the transfer of practical
knowledge, experience and expertise, and develop tools to
facilitate learning and capacity building. These tools are in
continuous development and are available on the Internet at:

The process of identifying Good and Best Practices also serves as
a barometer of emerging urban trends and conditions and a means
of identifying who is doing what to implement commitments made
under Agenda 21 and the Habitat Agenda.  Every two years,
Habitat compiles an analysis of current trends and conditions in
the State of the World's Cities report series and distributes the
results to key decision-makers and civic leaders at all levels.

The fourth cycle of the Dubai International Awards for Best
Practices in Improving the Living Environment will run up to 31
March 2002 and all documented projects and initiatives meeting
the Award criteria will be considered.

Aquaculture International, Inc. - Aquaponics Course

Aquaponics interest is increasing globally in response to more
emphasis on resource management, sustainability and waste
management. It involves combining of aquaculture and hydroponics
for mutual benefit. To help meet the demand for instruction, a
practical course in Aquaponics will be held in Bryson City, NC,
November 6 - 9, 2001.

Lecture and AV presentations will include components of
aquaponic systems, fish and plant selection, balancing fish/plant
production for efficiency and optimum yields, utilizing old farm and
other buildings, small scale pilot projects, systems design, natural
pest control, meeting organic standards, economics, specialty
markets for higher profitability and accessing technical assistance
and information. Sites of interest, including a thriving commercial
hydroponic lettuce greenhouse operation and a watercress
production operation utilizing trout farm effluent water will be
visited.

The lead instructor will be Gordon Creaser, who has been involved
in hydroponics for over 40 years and travels world-wide as an
aquaponic consultant. He is well known for his down-to-earth
practical advice. In addition, owners of several successful
aquaponic facilities will share useful information concerning the
design and operation of their systems. The class atmosphere will
be informal, allowing plenty of time for questions and personal
attention.

Malcolm Farley - Developing a Strategy for Water Loss Management
=================================================================

Water lost from distribution networks, for whatever reason, is a loss
of a valuable resource.  Controlling and managing such losses is
therefore an integral part of water supply operations, to maximise
company efficiency and to reduce the need for further resource
development.   Reduction and management of losses requires a
diagnostic and analytical approach.  The procedure is the same as
that for any manufacturing system or process - ask some questions of the
operating practices and network characteristics, and then develop an
appropriate strategy to improve them.

A water loss strategy enables water companies to;

- put in place technologies and mechanisms to better understand losses
- develop more robust mechanisms for measuring or estimating the
components of the water balance
- set economic and achievable leakage targets
- install systems to monitor and reduce leakage

The key to developing a successful leakage control strategy is to
firstly understand the components of water loss, and their relative
significance, and then to address each of the causes of the losses.
The introduction of appropriate technologies, skills transfer and
continuous operation and maintenance (O&M) is a cornerstone of the
strategy, to ensure that the strategy is sustained.

The questions to ask are;

- how much water is being lost?
- where is it being lost from?
- why is it being lost?
- how can we reduce losses and improve performance
- how can we maintain performance?

Then we can select appropriate tools (methodologies and technologies)
to develop solutions to each of the questions.  The tools are;

- water balance calculation
- studies of leakage and 'apparent' losses
- review of the network characteristics and the operational practice
- development of leakage control methodologies and technologies
- development of policies to address 'apparent' losses
- introduction of customer awareness and education programmes
- training and follow-up
- operation & maintenance (O&M) strategy

The author has been involved in water loss investigations for many
years, in developed and developing countries, and is writing a book
for the International Water Association (IWA) on the process and
steps
for developing a water loss strategy.

Details of the book, and case study examples of strategy development
in countries worldwide, will be enlarged upon in further issues of
the
Newsletter.

New Corps of Engineers Releases
==============================================


Version 2.1.1 of the US Army Corps of Engineers Hydrologic Modeling
System" (HEC-HMS) computer program has been released for general use.
The program is designed to analyze runoff conditions that result from
precipitation processes. Many water resources projects are dependent
on an understanding of the amount and timing of watershed runoff.
When
the response to precipitation cannot be adequately described by
historical statistics, hydrologic analysis using a
precipitation-runoff model is required. The HEC-HMS program serves
this need.

A new version of the US Army Corps of Engineers River Analysis System
HEC-RAS (3.0.1) has also been released The HEC-RAS system is intended
for calculating water surface profiles for both steady and unsteady
gradually varied flow. HEC-RAS version 3.0.1 includes significant new
features over the previous version (2.21) including the newly added
unsteady flow routing capabilities and several new features for
steady
flow computations. Eventually intended to replace the Corp's UNET
program, HEC-RAS now has the ability to handle a full network of
channels, a dendritic system, or a single river reach under
time-variant flow conditions.

DEVELOPING A STRATEGY FOR WATER LOSS MANAGEMENT

Water lost from distribution networks, for whatever reason, is a loss
of a valuable resource.  Controlling and managing such losses is
therefore an integral part of water supply operations, to maximise
company efficiency and to reduce the need for further resource
development.   Reduction and management of losses requires a
diagnostic and analytical approach.  The procedure is the same as
that
for any manufacturing system or process - ask some questions of the
operating practices and network characteristics, and then develop an
appropriate strategy to improve them.

A water loss strategy enables water companies to;

- put in place technologies and mechanisms to better understand losses
- develop more robust mechanisms for measuring or estimating the
components of the water balance
- set economic and achievable leakage targets
- install systems to monitor and reduce leakage

The key to developing a successful leakage control strategy is to
firstly understand the components of water loss, and their relative
significance, and then to address each of the causes of the losses.
The introduction of appropriate technologies, skills transfer and
continuous operation and maintenance (O&M) is a cornerstone of the
strategy, to ensure that the strategy is sustained.

The questions to ask are;

- how much water is being lost?
- where is it being lost from?
- why is it being lost?
- how can we reduce losses and improve performance
- how can we maintain performance?

Then we can select appropriate tools (methodologies and technologies)
to develop solutions to each of the questions.  The tools are;

- water balance calculation
- studies of leakage and 'apparent' losses
- review of the network characteristics and the operational practice
- development of leakage control methodologies and technologies
- development of policies to address 'apparent' losses
- introduction of customer awareness and education programmes
- training and follow-up
- operation & maintenance (O&M) strategy

The author has been involved in water loss investigations for many
years, in developed and developing countries, and is writing a book
for the International Water Association (IWA) on the process and
steps
for developing a water loss strategy.

Details of the book, and case study examples of strategy development
in countries worldwide, will be enlarged upon in further issues of
the
Newsletter.
