Unfortunately, that is too true. Until a couple months ago I was working at
an agency and, hard as I pushed for enterprise solutions like Omniture and
Coremetrics, most clients pushed for GA. The implementation is simple and
doesn't require huge outlays in terms of fees or resources.
In my experience, WA typically falls between IT and Business groups as we
have to liase between both groups. Since the business groups tend not to be
as technical, anything that is somewhat technical will typically get lumped
in with IT. Happily, I'm now at an organization that has its own Business
Analytics group in support of the different marketing groups, which is where
I think WA should be.
