Yup - try www.blogstudio.com. I've got my own little effort there:
www.blogstudio.com/woodgnome . You can have a free account, which I think
gives you 1mb of free space, and a paid account, ($20 a year), give you 10mb
of space + other goodies like WAP phone updating, and the ability to update
Blogger/Blogspot webpages with the same blog entry at the same time. It's
all clever stuff.(Browser based for the free account, browser or FTP for the
paid account)

Hint: register with http://www.doramail.com/templates/common/us/tos.htm -
Doramail, set up a basic website there, use their 30mb of space to 'hotlink'
back to your own.

Hint hint: You could just register with www.pitas.com - get a website for
free, (all browser based), and use your Doramail webspace to store your
piccies. (Remembering to use your Doramail account occasionally in case
they decide to shut you down because you ARE just using their webspace for
storage!)
