How can I compile Whisper?

I'm using Visual Studio 6.0 and I don't have the .DSP Project fule
needed to compile the library. The INSTALL.TXT references this file:
Whisper\Libraries\Win\Whisper\Includes.txt but it doesn't exist
(Directory Whisper\Libraries is empty). Which files should I compile
and in what order?
