Great bug -- please use the "Send Feedback" tool, shortcut on your desktop.
There have been a lot of this class of bug, experienced with upgrades... also, even after a clean install, there are some cases where WU will offer you an older driver than what's in-box in 7.

64 require signed drivers as well? This is a generic Samsung drive
and the driver is a Microsoft driver from 6/21/2006. Auto update
driver says that the current one is the right one. I uninstalled the
driver and rebooted with same results.
