Hi there,

This DLL can be found and DL from the site below.

Open the site and look to the left top of the window
and select DLL Files.

Look to the column at the right hand side and select
"DLL FILE RO3". You will find the DLL you are looking
for in there, and you can DL it and place it in
"C:\windows\system32"

Of course your problem may not be a simple missing
file but something deeper. BTW, this DLL does not need
registering to your system, I think ;-)
