The Bezier Spline function was added to WinTopo as an experiment in line
smoothing. We found that the result was generally unsatisfactory in the
accuracy of the result with the underlying pixel line. This is because the
Bezier Spline uses the polyline nodes as "attractors", and so it does not
generally pass through any of the original points.
The Bezier Spline function was quickly superseded by our Polyline Smoothing
and Polyline Reduction functions that are now built into the Vector
Extraction operation. There are options for controlling these on the vector
extraction options dialog.
The Bezier Spline functions remains on the Vector menu in case any users
find a use for it. There are no parameters to be varied for this particular
algorithm.
Users may be interested to know that the forthcoming upgrade release of
WinTopo Pro will include ARC recognition. This will match smooth arcs around
the curved parts of the polylines, replacing lots of small straights.

I would like to use the Bezier spline capability but in its default
state it changes the shape of my original line to drastically. I
have used the Bezier with other applications and it does work well
assuming I have access to the parameters that the govern the
process. Do I have any access to these such params in WinTopo?
