With WinTopo Freeware you can set the scale of the drawings, but not
the X,Y offset of the origin. You would need to do that in your CAD
system.

With WinTopo Pro you can set the precise location of the output
drawing by using the "Vector->Georeference..." function. You just need
to enter one or more control points. Each control point defines the
desired X,Y location of a particular pixel on the raster image.
